Bridgeport Teachers decry plan to not hire substitutes in May

BRIDGEPORT — A district decision not to hire substitute teachers during May as a cost cutting measure will have destructive consequences, city teachers predicted Monday. Members of the Bridgeport Education Association staged a news conference calling on the district to reverse the decision which they say will result in the loss of teaching and learning time. “Without substitutes we are not educating our children we are warehousing them,” said Gary Peluchette, president of the city’s teacher’s union. The only subs that will be provided will be long-term subs already in place, and subs for teachers attending professional development covered by a grant and teachers attending legally mandated special education meetings.

Ganim to launch petition drive to get on ballot, just in case

Joe Ganim is already hedging his bets in case the Democratic nominating convention in two weeks doesn’t go his way. Ganim, Bridgeport Mayor and Democratic candidate for governor, filed papers at the Office of the Secretary of the State to launch his petition drive, if he doesn’t get the 15 percent of delegate votes he needs to make it onto the primary ballot in August. It’s not that Ganim is skipping the convention, like some of his competitors. His petition drive is more of a backup plan. “We are confident of obtaining 15 percent of the delegates at the state convention,” Ganim said. “By collecting petition signatures, we will insure our place on the primary ballot if certain party insiders manipulate the convention rules.

New state revenue numbers lack the big bump seen in January

Meanwhile, revenues for the year ending June 30 are down by $428 million despite a January bump.

Ganim to petition onto Guv ballot

BRIDGEPORT - As expected, Mayor Joe Ganim Monday launched a petition drive to get onto this summer’s gubernatorial primary ballot. “With headquarters being set up in Bridgeport, Hartford, New Haven, and Waterbury, we are announcing today the beginning of a statewide grassroots petition drive that will tap into Democratic voters who want a choice for governor,” Ganim said. He is still aiming to obtain the 15 percent of delegate votes at the party’s May 18 convention that would automatically land Ganim on the primary ballot. The petition drive — requiring nearly 15,500 signatures — is a back up if that does not happen.

Memento found in Civil War cannon

DERBY-It’s more than just cannon fodder. To people like Jamie Cohen, the former chairman of the Valley Community Foundation, the discovery made while restoring one of the Green’s Civil War cannons is historical. But to Francis Miller its like finding the Holy Grail. “We’re used to pulling out mud, stones, beer bottles and soda cans,” said Miller, the directing conservator of Conserve Art in Hamden which is restoring the monument. “We never expected to find something like this.” So when Mike Donovan, his assistant conservator, was cleaning out the inside of one of the four Civil War cannons as part of the restoration, out rolled a canister shot. “A big iron nut also came out so I was a little skeptical at first,” said Miller.

First American Medicine Patent – Today in History: April 30

On April 30, 1796, Samuel Lee Jr. of Windham, Connecticut, received a Letters Patent for his composition of bilious pills—a patent medicine that eventually became known as “Dr. Lee’s Windham Bilious Pills.” Lee’s patent was the first American patent for a pill of any kind as well as the first in its patent class.

An advertisement for Samuel Lee's "True and Genuine Bilious Pills" from the Connecticut Journal, June 28, 1797

An advertisement for Samuel Lee’s “True and Genuine Bilious Pills” from the Connecticut Journal, June 28, 1797

At the time Lee patented his pills, patent medicines imported from England were already common in America. Savvy entrepreneurs regularly created marketable medicines by mixing different combinations of extracts—but these compositions were not necessarily effective for treating the ailments they claimed to cure. The “True and Genuine Bilious Pills” prepared by Samuel Lee claimed to “remove pains in the head, stomach and bowels – – – the gripes and all obstructions.” They also were advertised as being an “excellent help for the gravel, scurvy, cholic, jaundice, dropsy . . . and therefore convenient for all travelers by sea or land.”

The success of a patent medicine was often linked to the reputation of its maker and Samuel Lee Jr. was the son of Dr. Samuel Lee, a respected local physician. Dr. Lee served as surgeon to the crew of the schooner Oliver Cromwell, which entered the privateer service in Norwich, Connecticut, during the Revolutionary War.

As Yankee peddlers spread their wares beyond New England, “Dr. Lee’s Windham Bilious Pills” soon appeared in stores up and down the East Coast. This success brought competition, however, and Samuel H. P. Lee, a druggist in New London, began selling a similar composition called “Lee’s New-London Bilious Pills.” Advertising from 1797 actually indicated that Samuel H. P. Lee had been an early distributor of Samuel Lee’s “True and Genuine Bilious Pills.” A very bitter pill for Samuel Lee Jr. to swallow, especially when Samuel H. P. Lee patented his own preparation in 1799 and marketed it under the name “Dr. Lee.” Both of these pills were the subject of additional patents and renewals and remained popular for years—possibly as a result of the very public feud that played out in newspaper advertising of the time:

A certain H. P. Lee, a young man, residing in New-London, has formed a Pill of a different composition, calling them “Lee’s New-London Bilious Pills,” which from the familiarity of names, may be passed off upon the public as the Pills of the present Patentee. It is therefore necessary to inform the public, that said Samuel H. P. Lee, of New -London, is no relation or connection of mine. – Samuel Lee Jr.

After one more cool day, warm temperatures will give us a taste of summer for the rest of the week. On Monday, the high temperature is expected to be in the low 50s, about 10 degrees below normal for this time of year. But that will soon change. “Tuesday will be dry as high pressure continues to build into the region,” the National Weather Service says. “Westerly flow will become southwesterly during the day, allowing heights and temperatures aloft to rise. Last State Highway Toll Paid – Today in History: April 28

On April 28, 1989, William Thornton, president of the Manchester Sand & Gravel Company paid the last state highway toll in Connecticut on the Charter Oak Bridge. It was a prearranged moment of symmetry for, when the bridge opened in 1942, Thornton had been the first person to pay the toll at just 13 years old.

Connecticut has a long history with toll roads. Between 1792 and 1839, about 100 private turnpike corporations were chartered; they built 1,600 miles of toll roads, or turnpikes, across the state. These private corporations were businesses that built and maintained these roads in order to collect fees from travelers.

Fee System Takes its Toll

Connecticut became the second state in the country to form a highway department in 1895 and by 1908 this department took over the management of 1,000 miles of roads. Tolls were often used to defray the expense of improvement and maintenance.  By 1955, Connecticut began construction of a 129-mile-long, controlled-access toll highway connecting New York City to Rhode Island, the Connecticut Turnpike. The project started before the Federal-Aid Highway Act of 1956, so the eight barrier toll plazas remained in place even after the highway became an integral part of the Interstate Highway System (I-95).

In 1982, protests from community groups such as “Banish All Tolls” began pressuring the legislature. The tolls were seen as an unfair barrier to commuters; they wasted gas, caused congestion, and created noise and hazardous air pollutants. A horrific accident in January 1983 at the Stratford toll plaza added more pressure, prompting the Connecticut State Highway Department and the legislature to examine the tolls from a safety standpoint. The decision was made to remove the eight toll plazas on the Connecticut Turnpike and the one on the Bissell Bridge by December 31, 1985. In 1986 additional legislation required the closure of the tolls on the Merritt and Wilbur Cross parkways by 1988.  The Charter Oak Bridge in Hartford has the distinction of collecting the state’s last toll.

The Boothe Memorial Park and Museum contains one of the toll booths removed from the Igor I. Sikorsky Memorial Bridge on the Merritt Parkway.

HUD plan raises rents on poor in public housing

A plan by the Trump administration to triple rents for the nation’s poorest families is running into a wall of opposition from fair housing advocates and members of Connecticut’s Congressional delegation. Housing and Urban Development Secretary Ben Carson last week proposed raising rents and adding work requirements for the millions of low income residents living at public housing authorities or receiving Section 8 rental vouchers. The HUD proposal represents one of the most far reaching overhauls of federal public housing assistance in decades and will impact thousands for residents in large cities such as Bridgeport, New Haven and Hartford, as well as smaller communities such as Norwalk, Stamford, Danbury and Middletown.

Dan Haar: 36 years later, Bill Curry weighing a run in 5th U.S. House District

Bill Curry could claim an unofficial distinction if he decides to step into the race for the 5th U.S. House District: Longest time between campaigns for the same seat in Congress. The Farmington writer, lawyer and political commentator won a three-way Democratic primary as he ran for what was then the 6th District seat in 1982 — with significant overlap to today’s 5th District. Thirty-six years later, he said, “I am thinking about it.” In between, Curry, 66, was state comptroller from 1991 to 1994 when Lowell P. Weicker Jr. was in office. Curry won the nomination for governor in 1994 — beating John B. Larson in a primary — and again in 2002, losing both times to former Gov. John G,. Rowland.

Stepney firefighters warn of ongoing scam

Bridgeport’s 2nd chance office gets new director

BRIDGEPORT — Mayor Joe Ganim’s so-called second chance office for released felons is getting a second chance with a new director. Almost eight months after the first program manager, Louis Reed, an ex-offender, was arrested on larceny and forgery charges unrelated to the job and fired, Ganim on Thursday introduced the new man in charge. Eric Christmas will earn $60,000 running the Mayor’s Initiative for Reentry Affairs, or MIRA, a one-stop resource office in the downtown government center to connect offenders released from prison with employment and social service resources. WorkinCT: Toby’s Treasure Box benefits your pets and vets

NEWINGTON -- Kyle Knight bought the Newington Pet Spa location three years ago and since then has been grooming dogs of all shapes and sizes.

“We handle a lot of hard to work with dogs and elderly dogs, that’s what we specialize in,” said Knight.

While working on those dogs and talking to their owners, Knight came up with the idea of Toby’s Treasure Box, a subscription treats and toys box that’s customizable.

“Some dogs have allergies. Other dogs have different play styles. Some dogs actually tear up anything that’s plush. Some dogs may eat the squeakers, so understanding your dog’s personality and your dog’s dietary needs kind of play, and we ask a very customized questionnaire,” said Knight.

So far, the feedback has been great.

There are single sized boxes and family sized boxes that range from $22 to $36. You can set up how frequently you get one.

“Generally, there’s two to three types of treats, two to three different types of toys, some type of chew toy or chew product,” said Knight, as he described what goes into the box.

Those products aren’t only benefitting your pet. Fifty percent of the profits from Toby’s Treasure Box goes to the United States War Dogs Association and Companions for Heroes, two charities that help veterans and war dogs.

“Basically war dogs and veterans to me are the most selfless people out there,” said Knight.

Knight also helps people with autism. He hired Theresa Owens about nine months ago, and she’s been bathing and drying the dogs that come in to the Pet Spa.

“Best part of my day is interacting with the dogs,” said Theresa Owens.

“When she first came to us, she was very shy, very timid, we had to work around certain things that were special for her. She has stepped up and become one of the best employees that we’ve ever had,” said Knight.

Knight said he hopes to hire even more employees with autism as he builds up the Toby’s Treasure Box business.

In 1858, New York City’s new Central Park Commission appointed Olmsted the architect-in-chief and superintendent, and he oversaw the new park’s design and construction, eventually realizing his plan of a “Greensward” or naturalistic landscape. Over the course of his career as a landscape architect, Olmsted designed many residential estates, university campuses and parks, including Connecticut’s Walnut Hill Park in New Britain and Seaside and Beardsley Park, both in Bridgeport.

Who Knew?

…That in the 1850s the Reverend Horace Bushnell commissioned Frederick Law Olmsted to landscape what is known today as Bushnell Park in Hartford. Olmsted, however, turned down the park design to focus on his work completing New York’s Central Park landscape.

State House still considering college aid for DACA students

HARTFORD — The House was mired in a day-long debate late Wednesday over a bill that would allow undocumented immigrants to get state financial aid at Connecticut’s colleges and universities. Although the Democratic majority appeared to have the votes to pass a bill amended to match legislation adopted last week by the state Senate, Republicans offered late amendments to make further changes. "We have two pillars of fairness here," said state Rep. Fred Wilms, R-Norwalk, who proposed an amendment that would set up separate tuition accounts for legal and undocumented students and allow colleges to draw financial aid from each.

DC Buzz: All politics is national, except when it’s local

If you’re a habitué of the evening shows on CNN and MSNBC, you’re probably used to Sens. Chris Murphy and Richard Blumenthal — to say nothing of Reps. Jim Himes and Elizabeth Esty — holding forth on a variety of weighty topics: The Trump follies, possible firing of special counsel Robert Mueller, House Intel shenanigans, guns (yes, not strictly a national issue), and a lot more. You may wonder whether given the disarray in Washington, do these people have any time for what amounts to largely local issues? Well, if the foundation of your home is crumbling and you’re looking for some financial relief, the answer apparently is “yes.

Study: Removing flame retardants from nap mats may lower chemical exposure

A new report reveals that taking flame retardants out of children’s nap mats could significantly lower exposure to harmful chemicals. That’s a breath of fresh air for a Connecticut group that’s long pushed for more restrictions on these products. The Coalition for a Safe and Healthy CT lauded a new study — led by researchers from Indiana University’s School of Public and Environmental Affairs and by the Seattle-based nonprofit Toxic-Free Future — showing that omitting the flame retardants from the foam mats could decrease levels of toxic chemicals in dust by 90 percent.

High-court justices quit association

Nearly the entire Connecticut Supreme Court has resigned from the state association of judges, an action prompted at least in part by the lack of support the group gave to Justice Andrew McDonald’s nomination for chief justice, which failed last month in the state Senate. Five of the current six members quit the Connecticut Judges Association, a collegial group which sponsors a scholarship, but primarily lobbies for judges’ pay raises in the Capitol.

An Orderly and Decent Government

The following is a digital presentation of An Orderly and Decent Government, an exhibition on the history of representative government in Connecticut developed by the Connecticut Humanities in April, 2000, and put on display in the Capitol concourse of the Legislative Office Building, Capitol Avenue, Hartford.

For almost four hundred years, Connecticut legislators have sought “the common good.” But the agenda of the legislature has always been set by changes in the world around it. Wars, shifts in the economy, political victories and other significant events and developments have constantly reshaped life in Connecticut and challenged the legislature to redefine the common good. To Thomas Hooker and Connecticut’s founders, the common good meant enforced religious conformity. To 19th-century legislators, it meant unhindered economic growth; by the 1930s, the common good meant massive public assistance for victims of the Great Depression.

From the very first, Connecticut’s search for the common good rested on the idea of representation. While today we take for granted that each adult should have an equal vote, very different notions prevailed for much of our history. We’ve always felt that legislators should represent the will of the people. But who selects these officials and whether they should reflect the whole society they serve has been debated for most of the span of Connecticut’s representative form of government.

Since its very beginning, the legislature itself has changed enormously in the way it conducts its business and in the resources at its disposal to do the people’s work more effectively. These transformations, too, are part of the story of representative government in Connecticut.

The General Assembly’s continuing challenge has been making self-government work. The simple society of Connecticut’s founders has long since disappeared, but still with us after all these years is the conviction that we can govern ourselves successfully. That commitment to representative government runs like a straight line throughout our history, connecting us directly to those visionaries who first placed their faith in the people almost four centuries ago.

The Connecticut General Assembly is one of longest continually active legislative bodies in the history of the world. This is its story.

Grasso pool reopens to town residents Friday

STRATFORD — The swimming pool designed for the elderly and the disabled will reopen its doors on Friday after a six months’ hiatus. Built for the developmentally disabled residents of what used to be the Ella T. Grasso Center, the pool had been open to the public twice a week for public swim sessions. But when the Grasso Center closed in June 2016, the public swims faced an uncertain future. The pool reopened for a time in 2017, but then closed in October. Patrons have reacted to the news of its resurrection with satisfaction. “I used to have arthritis in my back, but thanks to this pool, that’s no longer a problem,” said Zoë Ward of Stratford, who has been using the pool for decades.

Bridgeport, Hamden, Torrington call for more car tax money from state

HARTFORD — Leaders of Bridgeport, Hamden and Torrington rallied at the Capitol Wednesday to call for a remaining $5 million in car tax reimbursements they say their towns are owed by the state. “It’s really blown a hole in budgets,” said Mayor Joe Ganim. Two weeks ago, Bridgeport received $3 million in supplemental car tax reimbursement money from the state, according to the Office of Policy and Management. The state also doled out a few hundred thousand to Hamden and Torrington. But OPM promised to hand out $10 million in reimbursements total, legislative delegations from the three towns said Wednesday. Towns need the rest of the money, Ganim said.

Ganim campaign aide gets city raise

BRIDGEPORT - A key, unpaid aide to Mayor Joe Ganim’s gubernatorial campaign has received a $13,000 taxpayer funded raise in his municipal job. Thomas Coble has worked on minority outreach for Ganim in Bridgeport, New Haven and Hartford — cities the mayor needs to win a competitive Democratic gubernatorial primary and general election. Coble has also been a politically appointed, non-union project manager with the public facilities department, earning $80,000. Ganim’s proposed 2018/19 budget shows that position — Coble is not named — being moved from public facilities to the planning and economic development office, and now earning $93,000. Those who have survived skin cancer don’t want to get it again, which likely makes them more vigilant about the state of their flesh. And a new study shows that vigilance can be life-saving. For the study, published in the May issue of the Journal of the American Academy of Dermatology , researchers looked at more than 900 cases of melanoma reported through the Health Professionals Follow-up Study. They found that men with a history of nonmelanoma skin cancer were less likely to die of melanoma than those without a history. Weeks ahead of the Republican Convention, candidates are rolling out endorsements right and left. Here are some of the endorsements we’ve heard about: Westport businessman Steve Obsitnik — who has taken to referring to himself as “Steve O” and is either unaware or very aware of the much more famous star of the Jackass TV series who goes by the same name — added 13 supporters to his list this week. The names are mostly those of local RTC chairs, former municipal boards of finance members and the occasional selectman. In an awkward turn of events, Greenwich First Selectman Peter Tesei apparently endorsed Obsitnik a while ago, only to team up with one of Steve O’s many competitors, millennial mayor Erin Stewart.

Rail fares would increase by 10 percent July 1, 5 percent on July 1, 202, and 5 percent July 1, 2021. A 14.3 percent bus fare increase (25 cents per ticket) would take effect July 1, 2018.
