Klarides files to ‘consider’ a run for governor

Themis Klarides, the former Republican leader of the state House of Representatives who didn’t run for re-election last year so she could run for governor, announced Wednesday she is taking first step toward the higher office.

Klarides, a delegate for former President Donald Trump in 2016 bt not in 2020, faces tough hurdles in the form of likely runs by fellow Republican Bob Stefanowski, the party’s 2018 candidate who ran a strong race; then, if she beats Stefanowski, a general election against a likely re-election bid from Gov. Ned Lamont, whose popularity has surged in coronavirus.

In a statement, Klarides said she planned to file paperwork with the State Elections Enforcement Commission Wednesday that would allow her to spend her own money as she considers a run for governor. The commission had not received the filing as of 11:15 a.m.

“At this point, I will not be accepting contributions or conducting any fundraising as I conduct my due diligence,” Klarides said. “I believe deeply in the potential of our state, and that the status quo of the Lamont administration has failed our families. I look forward to listening to voters across the state as I carefully consider what is best for our state, our people, and my family.”

Klarides is in Tennessee this week attending the Republican Governors Association’s spring conference and is unavailable for interviews, said Sebastian Rougemont, a spokesman who has served in several roles in Trump’s presidential campaigns.

Klarides opened up a rally for Donald Trump at Sacred Heart University during his first presidential run in 2016.

COVID at 8-month lows, parades, free meals: CT can see crisis ending

HARTFORD — COVID-19 infection rates fell below 1 percent for the week on Monday for the first time since last summer, on a day when Connecticut saw several signs that the state is emerging almost completely from the coronavirus pandemic.

In addition to the plummeting infection rate as a percentage of tests, mass vaccination centers are winding down; hospitalizations for COVID are nearly down to 100; and Gov. Ned Lamont said he’s nearing the end of his twice-weekly, live coronavirus updates.

And it’s in time for the Memorial Day weekend — along with a new incentive program of free meals for people getting vaccinations.

While some cautious towns have suspended holiday parades for the second year in a row, Lamont on Monday said he looks forward to attending commemorations over the weekend in the state, where 1.78 million people have been fully vaccinated.

The weekend’s 0.9 percent infection rate, with 386 positive findings coming from a total of 42,776 COVID tests, kept the state below the 1 percent infection level for an entire week. That has not happened since September.

The 7-day rate stood at 0.976 percent Monday. With 1,072 cases, the state was 26 cases short of the 1 percent mark. The nation as a whole, meanwhile, stood at 8.7 percent, according to the Kaiser Family Foundation — perhaps reflecting a sharp decline in tests in many places.

The state reported seven new fatalities over the last three days, bringing the Connecticut death toll to 8,219. There was a net reduction of 12 patients in hosoitals, bringing the total hospitalized to a 127, also the lowest in eight months.

While 93 percent of those 65 and over have gotten at least their first shot, 27 percent of 12-to-15 year-olds have been inoculated...

On one-year anniversary of George Floyd’s death, Connecticut reflects on racial justice movement still in motion

With the one-year anniversary of George Floyd’s death at the hands of Minneapolis police, which sparked large-scale racial justice protests across the country, some in Connecticut are reflecting on the state’s own efforts to reform policing.

But driving from New Haven to Chicago recently, the Rev. Steven Cousin Jr. had something else on his mind.

“Every time I talk to my family, they’re telling me to ‘obey the speed limit, be careful, take care of yourself.’ You still have this fear. You don’t know if you get pulled over, if you’ll make it out alive,” said Cousin, pastor of Bethel AME Church in New Haven.

For Black men like Cousin, “we don’t have to wait for an anniversary to feel anxiety or concern.”

“We feel it every single day,” he said.

In the wake of Floyd’s death, Connecticut set out to make systemic changes to how law enforcement operates here. The result — a wide-reaching police accountability bill passed last summer — was hailed by supporters and advocates as a big legislative win.

But a year after Floyd’s death, it remains to be seen whether the ambitious legislation will translate to better policing as advocates have called for or remain just that — a lofty endeavor.

“An accountability bill isn’t going to make us feel any safer,” Cousin said. “You just hope there will be more responsibility and consequences for officers’ actions, but that fear doesn’t go away.”

While Cousin said he’s hopeful the law can lead to meaningful change, he also thinks of the legacy of civil rights and voting rights laws passed in the 1960s.

“We’re still fighting to preserve voting rights and our civil liberties,” he said. “You may have the laws in place, but if you don’t have the right...

CT teachers’ union plans Tax Day rally in Hartford calling for greater education funding

HARTFORD — The state’s largest teachers’ union said members will march on the state capitol Monday - tax day - calling for greater funding for schools.

The rally is part of a larger Tax Day demonstration organized by a group called Recovery For All, which held a demonstration in the city earlier this year that included nursing home workers.

A spokeswoman for the Connecticut Education Association, which represents certified educators in the state, said members plan to gather outside the union’s headquarters at 21 Oak St. and march to the north steps of the state capitol. There they will meet with other protesters.

Nancy Andrews, the union’s spokeswoman, said teachers “are calling on the governor and legislators to pass an equitable state budget that funds our future by providing funding for resources needed to help their students and pandemic-stressed communities.”

The Recovery For All coalition is calling for what it says is a more equitable tax structure, as well as funding for mental health services, higher pay and other resources.

CT’s ‘yellow van’ vaccination clinics are giving half as many doses as a month ago

When state officials unveiled the $33 million outreach program aimed at bringing COVID-19 vaccines to the state’s minority population, Gov. Ned Lamont likened the distinctive yellow vans to ice cream trucks that would soon be cruising through the neighborhoods.

But after a promising start, the program has hit a wall, and the number of doses administered from the vans has plunged by more than 50% in the past few weeks.

Last week, personnel from Griffin Health Care, which runs the program for the state, administered 1,032 doses, according to data provided by the state Department of Public Health. During the first week of April, 2,321 doses were dispensed through the vans.

Over the past two weeks, the CT Mirror has visited yell0w van sites in Bristol, Griswold, East Hartford, Manchester, New Britain and New Haven and found that in the majority of those locations, the vans administered fewer than 20 doses over five- and six- hour shifts.

Many of these mobile clinics have little or no advertising, other than a listing on Griffin’s website. Several pastors and local health officials who have hosted the vans in their communities are registering complaints about how the program is being run.

The vaccine outreach effort, they said, is hampered by a lack of planning, a lack of communication between local officials and officials running the program, and little or no help getting the word out about the van, from either the state or Griffin.

The yellow van program is the centerpiece of the $33 million outreach program the state launched in late March using federal funding. The outreach program is designed to reach unvaccinated residents who live in areas identified by the Centers for Disease Control and Prevention as “socially...
