Ansonia city departments converting to a new phone system

ANSONIA-There is a new voice answering city hall telephone calls.

It is an automated one giving options for new extensions.

The system called Mitel VOIP is common in municipal government and is the same as the one in use by the city’s Board of Education.

“We had an antiquated system that was probably more than 20 years old,” said Mayor David Cassetti. “This new system allows us to directly talk between departments, it allows us voice mail and it creates directed lines.”

A further upgrade will allow WIFI access into more public buildings.

Cassetti says he hopes bundling all these services will save as much as $30,000 a year.

Upon dialing the City Hall’s line of 203-736-5900 an automated male voice will come on asking the caller “to listen to the following menu as options have recently changed.”

It will then offer seven options for departments within city hall. Tap the number 1 for the Mayor’s office; 2 for the Tax Office; 3 for Town/City Clerk Janet Vitarius Waugh; 4 for the Assessor; 5 for WPCA, 6 for Landuse and Buildings and 7 for the Finance department. Pressing the number 8 will get you to a list of more departments like Public Works, Economic Development and Registrar of Voters. Pressing 9 will access a dial by name system and touching 0 will get an attendant.

The changeover began at 8 a.m. in City Hall.

“I got my first call at 8:30 a.m.,” Cassetti said.

On Nov. 6 the system will transition access to the specific departments and personnel in Public Works, the Library, the Nature Center and the Ansonia Rescue and Medical Services.

ICE agents attempt to take person into custody at Derby courthouse

DERBY — Immigrant rights activists are in the Derby courthouse, where they say ICE agents are trying to take a defendant into custody.

The defendant, Domar Shearer, was expected in court Thursday in connection with a Sept. 3 arrest in Ansonia.

But activists from Unidad Latina en Acción showed up at the courthouse after learning ICE agents had arrived to take custody of Shearer.

As of 1:25 p.m. the activists said Shearer was inside the public defender’s office trying to elude the agents.

The three men he identified as ICE agents were wearing plain clothes in the courthouse and declined to comment.

ULA Director John Lugo questioned whether the agents’ presence violated the recently passed TRUST Act, which limits local and state law enforcement’s cooperation with federal immigration officials.

“These people shouldn’t even be here,” Lugo said.

“We believe that court marshals and state police are violating the state law, the Connecticut TRUST Act,” said Lugo.

"We have asked the Connecticut Judicial Branch to keep ICE out of our courthouses, but instead they are collaborating with ICE to interrupt the administration of justice in our state."

Past Hallowe’en Pranks Bemused Some and Frustrated Others

Jack o’ lanterns, cider, masquerades, witches, and ghosts—many of the holiday staples that we still associate with Halloween were familiar to Connecticut residents in the early 1900s. Likewise, the tricks that sometimes accompany more polite forms of celebration irritated authorities and hapless victims around the state, then as now.

Rowdies Wreak Havoc

In 1905, Chief Arms of the Bristol police increased patrols on October 31 in order to protect peaceable citizens from “the persons, mostly boys, who have made life miserable for some years past.” The pranksters’ tricks included unhinging front gates, carting them off, and abandoning them some distance from the owners’ properties. They also hurtled rotten cabbages through front windows and created fire hazards by placing lit jack o’ lanterns too near houses. The chief had “no objections to boys and girls celebrating the night in a reasonable manner,” reported the The Hartford Daily Courant, “but when droves of youngsters march through the streets pelting citizens and houses with vegetables he will make somebody answer for it.”

Firefighters, too, found themselves busy each year when Halloween came around. In 1921, engine companies in Hartford extinguished six nonlethal blazes in addition to answering false alarms. On Zion Street, a group of rowdies had piled rubbish into a wagon and set a lit torch to it. Then, they had pushed the wagon with its blazing cargo downhill. By the time firefighters arrived, the runaway wagon had hit a curb and spread the fire to nearby trees.

By 1921, Hartford had retired most of its horse-drawn firefighting equipment in favor of motorized vehicles, but collisions with trolley cars still presented a danger as crews rushed through the city streets. And, the trolleys themselves were subject to Halloween hijinks. In addition to disabling individual trolleys by detaching the pole used to transfer electricity from overhead wires to the car’s motor, troublemakers pulled the “old stunt” of placing dummies on the rails, much to the distress of drivers. In Wethersfield, one line ground to a halt on Halloween when an oil barrel placed on the tracks became wedged under the trolley car’s front bumper.

Other popular pranks of the early 1900s included dashing away after ringing doorbells, tipping over ash cans and rubbish barrels, setting small bonfires, and taking common objects, such as street signs, gates, and wagons, and installing them in new, unexpected places. For instance, tricksters in Windsor managed to suspend a sleigh from a two-story building and perch another awkwardly by the roadside.

Former CT judge receives bipartisan support for federal bench

WASHINGTON — In a U.S. Senate poisoned by partisan rancor, Wednesday’s confirmation hearing of federal judge nominee Barbara Bailey Jongbloed was an oasis of bipartisanship.

Jongbloed, 60, has served 19 years as a judge on Connecticut’s Superior Court. She was chosen by President Donald Trump to replace retiring Judge Alvin W. Thompson on the U.S. District Court for the District of Connecticut.

Unlike some of the controversial Trump nominees to the federal bench, Jongbloed has the support of her home state Democratic senators and is virtually assured confirmation.

Sen. Chris Murphy, D-Conn., introduced the nominee to members of the Senate Judiciary Committee, praising the Madison resident’s work on the Superior Court and her involvement in the New Haven community.

Murphy also thanked the White House for working with him and fellow Democratic Sen. Richard Blumenthal in vetting candidates for the District Court vacancy, a collaboration that resulted in Jongbloed’s nomination.

“I think her selection shows how we can pick good choices for the federal bench when the administration is willing to work with U.S. senators, even when we are members of different parties,” Murphy said.

Sen. Richard Blumenthal, a member of the Senate Judiciary Committee, also praised Jongbloed.

“She has an outstanding record of accomplishment,” he said. “I look forward to her swift confirmation.”

In a brief address to the committee, Jongbloed introduced the family members present in the committee room and said the confirmation hearing was taking place on her 31st wedding anniversary.

American Actor Changes 19th-Century Theater – Who Knew?

…that stage actor and playwright, William Gillette, helped modernize theater by doing away with 19th-century melodrama devices and introducing realism into theater productions.

Hartford-born William Gillette, known best for his portrayal of Sherlock Holmes in film and theater, was also a successful playwright. His commitment to realism (in acting, sets, and costuming) in a time where melodrama ruled the stage helped usher in a new style of theater in the late 19th century. His 1886 Civil War drama, Held by the Enemy, epitomized this shift. This entirely American play earned accolades from British critics and audiences and helped change perceptions of American art forms “across the pond.”

Truck spills fuel at Fairfield rest area

The Oldest Continuously Published Newspaper – Today in History: October 29

On October 29, 1764, New Haven printer Thomas Green established a weekly newspaper, the Connecticut Courant, in Hartford. Only the third newspaper to be published in the colony—and now known as the Hartford Courant—it is also recognized as the nation’s oldest continuously published paper. A few slight interruptions to its publication did happen, including those caused in 1765 by the British Stamp Act, which placed a tax on printed materials including newspapers, and a paper shortage in 1776 that was so severe some issues had to be printed on wrapping paper. The publisher at the time, Ebenezer Watson, handily solved this problem by building his own paper mill. After Watson’s death from smallpox in 1777 his widow Hannah Bunce Watson assumed control of the paper and took on her husband’s apprentice George Goodwin as a partner. Notably, they kept the paper going through the upheaval and uncertainty of the American Revolution.

Yung Wing’s Dream: The Chinese Educational Mission, 1872-1881

Yung Wing had a dream. He wanted Chinese youth to study American technology to improve China’s engineering and infrastructure. As a boy, he had attended Monson Academy in Massachusetts and then graduated from Yale in 1854. Upon his return to China, he became a strong advocate for the western education of Chinese students and was able to convince the Chinese government to support his project. He was assisted in large part by the 1868 Burlingame Treaty that provided for mutual rights of residence and attendance at public schools for citizens of the United States and China.

A group of 30 students ranging in age from 10 to 14 arrived in Hartford in 1872 after a brief period of preparation at home. The young men lived with host families in Connecticut and Massachusetts, where they were immersed in the English language and American customs. They arrived wearing traditional Chinese garb but soon adopted American styles and customs. They attended local schools, including West Middle School and Hartford Public High School.

In 1874, the Chinese Education Mission constructed a headquarters, at 352 Collins Street in Hartford, where, in the summer, the boys studied Chinese classics and culture. However, the students tended to neglect their Chinese studies and became more and more Americanized. This (and other factors, including finances and a US breach of the Burlingame Treaty’s terms) prompted the Chinese government to recall the students in 1881.

In all, 120 Chinese students came to live and study in New England during the 9 years that the program was in operation. When they returned home, these young men entered the diplomatic service, worked as engineers on infrastructure such as railroads, and served as naval officers, physicians, educators, administrators, and magistrates—thus fulfilling, at least in part, the original vision of Yung Wing.

Anne Phillips who brought attention to Bpt absentee ballot issues dies

BRIDGEPORT — It was her failed 2017 bid with former state Rep. Bob Keeley for City Council seats that brought judicial attention to the questionable use of absentee ballots in elections here.

Twice Anne Pappas Phillips and Keeley were successful in getting primary do-overs ordered by Superior Court Judge Barbara Bellis and backed by the state Supreme Court. But the results never changed.

“She was so frustrated,” Keeley recalled Sunday. “She tried so hard to get the Yale Campaign School involved. She wanted people arrested, put on trial and convicted. She would say, ‘If we don’t stop it now, this is going to continue.’ She was right. Look what’s happening now.”

But for Phillips, who was a member of the city’s Planning and Zoning Commission and a practicing lawyer, the fight ended Friday at the age of 76. She died suddenly in her home while packing for a trip to visit her daughter in New York.

“I still can’t get over it,” said Lisa Parziale, who for 33 years considered Phillips her best friend. “Whenever that telephone rings I expect her to be on the other end. We were the closest of friends. We went through everything together.”

When Parziale lost her daughter over the summer, Phillips was there for her, constantly.

“She had such grace,” Parziale said. “She was intelligent, articulate and knew right from wrong. She came here from Hoboken (New Jersey), but loved this city. She had a vision for Bridgeport that our leaders under-utilized.”

Parziale’s thoughts were echoed by Lenny Kerr, a Trumbull resident, who worked with Phillips and Keeley on that ill-fated 2017 campaign.

“She was an honest and nice person,” said Kerr. “I often told her during the...

On October 27, 1841, the steamboat Greenfield traveled a short ways down the Connecticut River with the purpose of transporting people to the Temperance Convention in Middletown. The steamboat left Hartford’s Talcott Street dock at 7:30 in the morning and the fare was twenty-five cents.

The two-day convention consisted of speeches and activities, and included a procession that passed through William, Broad, Washington, and Main streets in Middletown. The procession incorporated music and marchers who ranged from children to “visiting strangers” to Wesleyan faculty and students. In addition, a local bookseller sold hymnbooks so that attendees could sing “Hurrah for Bright Water” and other temperance songs.

The temperance movement in the United States became a national crusade in the early nineteenth century with supporters of the movement objecting to alcohol’s destructive effects on individuals and communities. Supporters believed that the consumption of alcohol was responsible for personal and societal problems, including physical violence and unemployment. With influential crusaders like the Reverend Lyman Beecher, the father of Harriet Beecher Stowe and Henry Ward Beecher, the movement took off and by 1834 some five thousand state and local temperance societies were affiliated with the American Temperance Society.

NEWINGTON- Some tricks, and tons of treats at the first annual Stew Leonard’s Bark Fest.

Pet owners were invited to bring their dogs, in their best costumes to take part in a competition.

The event benefited local animal shelters. Participants were asked to bring donations.

The top three dogs got to take home special prize baskets from Stew Leonard’s.

“I’m speechless really,” said Kayla of New Britain, “I cannot believe that she won third place. That she actually won!”

Her dog Smoothie, wore a Halloween themed dress.

The event brought together Stew Leonard’s pet-loving customers for Halloween fun.

“Hopefully it’s a tradition that we’ll just keep going on,” said Stew Leonard Jr.

All of the dogs got plenty of treats, so they were all winners.

Disaster at Cold Harbor: Connecticut’s Second Volunteer Heavy Artillery Regiment

Connecticut’s response to the firing on Fort Sumter and Lincoln’s call for three-month volunteer troops was immediate and significant. Throughout the state, men of military age enlisted for what most people thought was simply going to be a show of strength that would dissuade southerners from supporting secession.

In the months following the sobering Union defeat at the first battle of Bull Run in July 1861, additional units were recruited. In the summer of 1862, yet another infantry regiment was organized—the Nineteenth Connecticut Volunteer Infantry. Some 815 men, drawn primarily from Litchfield County, trained for a few weeks under the stern guidance of Major Elisha S. Kellogg from Derby before the unit was whisked off to the Washington area for additional training and guard duty. In November 1863, the War Department ordered the Nineteenth to be reorganized as the Second Connecticut Volunteer Heavy Artillery Regiment, and officers were sent back to Connecticut to recruit new members to bring the unit up to proper strength.

In May 1864 the regiment traveled to Fredericksburg, thence on to the area near Cold Harbor, Virginia, about 10 miles northeast of Richmond. There they encountered stiff opposition from General Robert E. Lee’s Confederates. With General Ulysses S. Grant now in command, a new, more aggressive Union strategy sought to crush Confederate forces in Virginia and capture Richmond. Though effective, Grant’s tactics resulted in higher casualty rates.

On June 1 the regiment, which thus far had seen little action, found itself on the front lines, facing seasoned Confederate forces that were well entrenched behind an elaborate complex of earthworks. In what Grant later admitted was a mistake, a full frontal assault of the Confederate line was made, and the Second Connecticut Heavies, once again operating as an infantry unit, found themselves in the thick of the fight. The physically imposing Elisha Kellogg, now commanding the unit, led the charge across open ground toward the enemy. A hurricane of lead cut down scores of the attackers and when the unit pulled back, Colonel Kellogg lay dead on the field, one of some 118 men killed in the assault. In all, 323 men from the regiment were killed or wounded. The survivors were stunned by this slaughter, but they continued to serve in the campaign.

By the fall of 1864 the Second found itself supporting Philip Sheridan’s operations in the Shenandoah Valley before rejoining Grant in the Petersburg campaign. In April 1865 the regiment marched north through the ruins of Richmond, and on September 5, 1865, the men of the Second mustered out. For many veterans of the Second, the assault at Cold Harbor would be the most terrible memory of the conflict.

Housatonic to offer Carnegie STEM teacher training

BRIDGEPORT - Housatonic Community College will offer training to teachers looking to improve their STEM education using a nationally acclaimed process.

An initial workshop,in the Carnegie STEM Excellence Pathwat, will be held from 9 a.m. to 3 p.m., Saturday November 9th at the Beacon Hall Event Center at Housatonic, located at 900 Lafayette Blvd. in Bridgeport, CT.

The six-hour program cost is $150.

In the ‘Emerging Workshop,’ participants will work together to create an action plan to put into place at their schools and learn to understand high-quality STEM education, reflect on current conditions of STEM education in their districts and identify key priority areas for improvement.

Clarence Dickinson was a long-time Haddam resident and pioneer in offset lithography—a process using printing plates on chemically treated flat surfaces. He was the originator of the first color printing on a rotary offset press and the first man to sell a two-, four-, and six-color lithograph press. By the time of his death, industry executives considered him the leading authority on offset lithography for paper and cardboard, as well as on presses for decorating metal.

From Newspaper Owner to Making Print Industry News

Dickinson first engaged his passion for printing in high school (while his parents prepared him to study music at Oberlin College). Rather than attending Oberlin, however, Dickinson apprenticed himself to a weekly country newspaper—learning the ins and outs of printing in the days before mechanical typesetting. He eventually bought a 50-percent interest in a small newspaper, The Waverly Advocate, in Waverly, New York. While there, he met Bertha Lee Taylor and the two married in 1899, running their newspaper along with their partner and two employees.

After the paper proved unsuccessful, Dickinson moved to the selling side of the printing business and traveled extensively through New York State and Pennsylvania. On one of his trips he got his first glimpse of printing with lithographing stones, a process he felt was slow and cumbersome and in need of re-engineering.

Dickinson then joined the Harris Automatic Press Company of Niles, Ohio. This Midwestern printing concern manufactured a fast, rotary, automatic sheet-fed printing press. While there, he sold the country’s first commercial rotary offset lithography press. In 1908 he became the originator of the first color printing on a rotary offset press: a 22-color portrait of opera star Mary Garden.

In the 1930s Dickinson settled in Haddam and went to work for R. Hoe & Co. He retired after 22 years there to spend more time with his wife of 60+ years, their 4 children, 8 grandchildren, and 2 great-grandchildren. Included among his possessions at his Main Street home was a framed print of his revolutionary 1908 Mary Garden lithograph. Dickinson passed away May 28, 1960, at the age of 84.

Family violence incidents in CT up in 2018

Homicides involving family members went up 22 percent year over year, according to a report released Thursday from the Connecticut Department of Emergency Services and Public Protection.

The increase in family violence homicides follows a broader increase in family violence overall year over year, according to the most recent Connecticut Family Violence Arrest Report.

In 2017 there were 18 family violence homicides in the state, according to DESPP — that went up to 22 in 2018, an increase of 22 percent year over year.

Overall, there were 16,954 family violence incidents reported by police in 2018, up from 16,845 the year prior.

The long-term trend, however, has been a significant decrease in the number of family violence incidents in the state. The high was in 1990, when there were about 22,500 such incidents.

Females were by far the most common victims in 2018, constituting 66.7 percent. Looking at relationships, people in a dating relationship were the most common victims, comprising 32.8 percent of the total incidents.

In total, intimate partner relationships — between spouses or former spouses, dating or former dating partners, and individuals who share a child in common — made up 76.5 percent of all family violence incidents reported to law enforcement.

“Intimate partner violence incidents as an overall percentage of total reported family violence incidents has risen steadily since 2013,” the DESPP said in a release.

When an offender is charged, breach of peace and disorderly conduct were by far the most common.

People between the ages of 25 and 29 year old were the victims of family violence 15.7 percent of the time, the most common of all demographics.

CT driver charged with DUI after doing ‘doughnuts’ in road

MILFORD - A 28-year-old West Haven man was arrested Sunday night after doing "doughnuts" in the roadway with his vehicle.

At around 9:30 p.m., police were told about an “erratic driver.”

“Police responded to the area and located the accused,” Officer Mike Devito said in a release.

“The accused failed the roadside sobriety tests and was placed under arrest. He subsequently was found to have an elevated Blood Alcohol Content. and was charged accordingly.”

Joshua Lublin, of Enright Street, was charged with driving while intoxicated. He will appear in Milford Superior Court on Nov. 14.

Milford man arrested on 15 weapons charges

MILFORD - A 47-year-old Milford man has been arrested on 15 weapons charges, according to police.

Randolph Stebbins, of Loomis Street, was arrested Wednesday on two counts of possession of an assault rifle and 13 counts of possession of high-capacity magazines.

On Oct. 11, police were at a Loomis street residence investigating a past tense domestic violence incident.

“During the course of the investigation an arrest warrant was issued for Stebbins,” police said,

“A subsequent risk warrant was issued and executed and police located the above items. An arrest warrant was served on Stebbins on Tuesday and he was arraigned in court later that day.”

He eventually posted bond and his case is continued to Nov. 20.

A Memorial to General Hawley at the State Capitol

The Joseph Roswell Hawley Medallion

Within months of his death, the Connecticut State Legislature approved House Joint Resolution No. 439 commissioning a memorial to General Joseph R. Hawley to be erected on the grounds of the capitol. They allocated $1,500 for costs associated with its construction, (an amount of more than $29,000 in today’s currency) and secured American sculptor Herbert Samuel Adams of New York to design the medallion. Made of bronze, it is six-feet in diameter and set into the east end of the north porch of the Connecticut State Capitol building.

After being rescheduled many times, the dedication of the Hawley Memorial took place on October 18, 1912. Those in attendance included 125 soldiers who served under Hawley, carrying the battle flags representing the units he led. On the day of the dedication, the weather was unseasonably mild and the Hartford Courant reported “a memorable as well as a memorial day and the occasion will long be cherished in the memory of all who were present.”

Centered in the medallion is a profiled Hawley, in his military attire looking strong and confident. The inscription states in simple terms the ideals valued and demonstrated by Hawley throughout his life: “Patriot, Soldier, Statesman.” When the sun sets in the West over the Connecticut State Capitol, a bright beam of light reflects briefly from the memorial medallion, calling to mind the contributions Hawley made to our way of life in Connecticut and the United States.

Although not a native of Connecticut, one would be hard pressed to find a man more committed to the people of Connecticut than Joseph Roswell Hawley. Born October 31, 1826, in Stewartsville, North Carolina, to a family of modest means, Hawley was 11 when his family moved north to Connecticut. His father, Francis, was an abolitionist at heart and relocated the family to a place where his beliefs were more accepted. Joseph was greatly influenced by his father and he quickly developed an interest in public service. After attending law school at Hamilton College in New York, Hawley began a law practice in Hartford in 1850. Gifted as a writer and public speaker, Hawley worked at, and eventually owned, the Hartford Evening Press. It was while working at the paper that Hawley got word of Lincoln’s call to serve in the Union army at the onset of the Civil War. It has been reported that in April 1861, just days after the attack on Fort Sumter, Hawley stated to the workers at the Press, “boys, I am going to do the fighting for this office; you will have to run the paper.” That decision earned Hawley the distinction of being the first volunteer from Connecticut to enlist in the Union army.

One of the oldest men to enlist (at the age of 34), Hawley attained the rank of Brigadier General of the 1st Connecticut Infantry and fought in 13 battles during the Civil War. He was known as “Fighting Joe” for his ability to lead without fear and establish in his troops patriotism and pride as they served to protect the Union. He was intolerant of deserters and is said to have participated in the court-martials of men not willing to carry out the duties of a Union soldier.

Upon returning from the war, Hawley was elected the 42nd Governor of Connecticut (in 1866) by a narrow margin. During an understated inauguration, Hawley saw the opportunity to express his beliefs as an abolitionist by stating in his speech, “the war having been a success, we must affirm that it effected the destruction of slavery in fact as well as in name…for the rights of all loyal citizens, without distinction of race or color. These things were fairly won.” Recognizing the power of elected office, Hawley sought and won a seat in Congress, first as a representative and later as a senator, serving the state of Connecticut. In Washington, DC, as in his home state, Hawley was recognized as a man of incredible standards with the ability to speak forcefully, and eloquently, to a national audience.

Hawley became a sought-after speaker, addressing crowds at numerous dedications and celebrations of America’s past. He served as Chief Marshall for “Battle Flag Day” in Hartford in 1879 and was appointed by Congress as President of the United States Centennial Commission. Known and admired as a statesman, Hawley enjoyed his standing in the community and he never wavered in his beliefs regarding civil rights. Through example he demonstrated how each citizen had a responsibility to further the greater good of the nation he fought for, governed, and loved.

Joseph Roswell Hawley died in Washington, DC, in March of 1905 while serving as a senator from Connecticut. His memory will be forever honored in the bronze medallion located on the north porch of the Connecticut State Capitol. Three powerful words now serve as a eulogy to his life of service, “Patriot, Soldier, Statesman.”

Innovation “TED Talks” coming to Fairfield University

FAIRFIELD — Fairfield University will host a diverse line-up of speakers at a TEDx program on October 28.

TED stands for Technology, Entertainment, and Design — topics that combined in 1984 to form the first “TED Talk” in Monterey, Calif.

Today, the idea has been expanded to sharing “ideas worth spreading.” TEDx, programs launched in 2009 to share TED-worthy ideas on a smaller scale.

Featured in the Fairfield U event at Wien Experimental Theatre of the Regina A. Quick Center for the Arts will be a current student, an alumna, an honorary degree recipient, and a faculty member, as well as individuals in health care, education, business, and technology.

Student mural to be unveiled at Stratford wildlife refuge

STRATFORD — Local middle students have made a lasting contribution to the Stewart B. McKinney National Wildlife Refuge, and it’s a work of art.

Literally.

The seventh- and eighth-graders at Flood and Wooster middle schools spent last year creating an 8-by-20-foot mural that will soon greet visitors at the refuge’s Great Meadows Unit.

“The kids worked really hard on this,” Joe Koripsky, Stratford resident and project coordinator, said.

The mural depicts a blue sky dotted with puffy white clouds over a green marsh teeming with birds based on a study by Norwalk artist Sean Murtha.

Koripsky credited Geralyn Vigliotti, a science teacher at Flood, and Wooster art teachers Samantha Williams and Dan Romaniello with leading the project.

The mural will adorn a storage trailer in the parking lot of the refuge’s Great Meadows Unit at 600 Long Beach Blvd.

The painting will be unveiled at the end of a ceremony Saturday scheduled for 1 p.m.

State Rep. Joe Gresko, D-Stratford, will begin the event by detailing new signs being installed on Interstate 95 to guide visitors to the 421-acre Great Meadows Unit, which offers hiking trails and observation blinds for visitors.

Refuge Manager Rick Potvin will also reveal details of the recently announced $1,000,000 restoration project to enhance visitor areas, water quality and wildlife habitats.

The public is welcome to attend and complimentary beverages and snack will be served. In case of rain it will be held Audubon Connecticut at Stratford point, 1207 Prospect Drive.

Old Saybrook Faces Down Threats to Its Water Supply

The town of Old Saybrook lies at the mouth of the Connecticut River. A seemingly ideal location for commercial development, shallow waterways and shifting sandbars made water navigation hazardous and prevented Old Saybrook from ever becoming a major port city. While saved from commercial port development, the town’s waterways and pristine natural habitats faced an even greater threat from pollution that upstream towns and river-front factories sent down the Connecticut River, which passes through Old Saybrook on its way to Long Island Sound.

Connecticut’s industrial past has always threatened the natural environments that lie along the state’s numerous waterways. Nowhere is this more evident than in the devastation wrought on the Connecticut River. In the 1965 documentary film, The Long Tidal River, narrator Katharine Hepburn noted that by the mid-20th century the Connecticut River had a reputation for being “the world’s most beautifully landscaped cesspool.” Her statement echoed that of the New England Interstate Water Pollution Control Commission, which 10 years earlier had designated the Connecticut River from Holyoke Dam in Massachusetts to Middletown, Connecticut, as a Class D waterway mostly “suitable for transportation of sewage and industrial wastes… and for power, navigation, and certain industrial uses.”

River Rehab

In 1965, Senator Abraham Ribicoff sponsored a bill to preserve the river through the creation of hiking trails, conservation lands, and dams to create reservoirs for boating. The plan required residents of river towns to allow their lands to become part of a large park system. While Ribicoff’s plan ultimately failed, it did raise new awareness about the importance of preserving the Connecticut River’s resources and led to the creation of the Connecticut River Gateway Commission in 1973. Since that time, the commission has determined building standards for riverfront land in eight towns, including Old Saybrook.

As Old Saybrook continued to grow, however, water quality remained a divisive issue among local residents and officials. In order to improve groundwater quality in the area, state officials ordered the construction of a sewage treatment plant in Old Saybrook. The idea met with significant resistance from local residents who feared the potential damages of overflows and land development for the project. Town officials fought legal battles with the Connecticut Department of Environmental Protection throughout much of the 1980s and ’90s until they reached an agreement that included greater monitoring of, and improvements to, local septic systems.

Today, the Connecticut River is showing signs of improvement. It is home to numerous birds of prey, including osprey and bald eagles, and Atlantic salmon are a regular sight as they head upstream past Old Saybrook on their way to Massachusetts—something unheard of in the late 1960s and early 1970s.

Bridgeport police: Teenager shot in the leg

State Police: ‘Suspicious incident” at Bradley airport resolved

State Police reported a “suspicious incident” at Bradley International Airport in Windsor Locks on Tuesday morning.

It first reported the incident shortly after 9 a.m., adding that the airport remained open.

NBC Connecticut reported the incident involved an American Airlines flight.

The airline said there was a “non-credible threat.”

At 9:42, troopers tweeted “the incident has been resolved.”

No other flights were affected.
