Police: Milford business owner charged with threatening, harassment

MILFORD — A local business owner was charged after police said he used racial slurs and threatened the owner of a neighboring business.

John Iaffaldano, 57, who runs a business in the Research Drive commercial complex, was charged with second-degree threatening, second-degree harassment and breach of peace, police said. He was released on a promise to appear and given a May 3 court date.

Police said Iaffaldano allegedly called the owner of the neighboring business repeatedly on Sunday night, while “using racial slurs, and threatening to kill the other owner.”

After the calls, the other business owner went to check on their establishment. Police said when the owner arrived at about 10:15 p.m., Iaffaldano allegedly came out of his business “holding what was later determined to be an airsoft gun and pointed it at the other owner.”

According to Milford police the two did not have any history of prior incidents. Police said Iaffaldano was intoxicated and that may have contributed to the situation.

“The other owner was surprised because there had never been any incidents between them,” said Officer Marilisa Anania.

Watchdogs: More than $80 billion of fraud in small business stimulus

WASHINGTON — Within days of the launch of the Small Business Association’s new pandemic loan programs, the agency’s inspector general started getting calls from banks trying to report fraud.

“We sat down with the executives at SBA to say we have a problem,” Hannibal Ware, inspector general for the Small Business Administration, testified to the U.S. House of Representatives on Thursday.

Now almost a year later, Ware and his team have identified $78.1 billion in potentially fraudulent Economic Injury Disaster Loans and $3.6 billion in Paycheck Protection Program loans to potentially ineligible recipients. Ware said the fraud identified in the EIDL program in particular was “rampant.”

Government watchdogs testified that the SBA ignored repeated warnings about fraud in the programs as it reduced or eliminated controls designed to root out abuses.

Law enforcement have launched at least 98 publicly-announced investigations into EIDL and PPP loan fraud, Michael Horowitz, the Department of Justice Inspector General testified Thursday.

The Department of Justice has charged an Atlanta reality TV star with bank fraud after he got a $3.7 million PPP loan and allegedly used the proceeds to purchase $85,000 in jewelry, including a Rolex Presidential watch, a diamond bracelet, and a 5.7 carat diamond ring for himself, to lease a 2019 Rolls Royce Wraith, to make loan payments, and to pay $40,000 for child support.

Education Secretary Cardona to join VP Harris in New Haven Friday

WASHINGTON — Miguel Cardona, U.S. Secretary of Education, will return to his home state Friday to join Vice President Kamala Harris on her visit to New Haven Friday, where she plans to tour local child care centers and discuss child poverty and education.

Harris has scheduled a listening session at the Boys & Girls Club of New Haven with Cardona, who was Connecticut’s commssioner of education until this year; and Sens. Richard Blumenthal and Chris Murphy, D-Conn., on how Congress’s recent COVID-19 relief package combats child poverty and supports education.

Then Harris will go to the West Haven Child Development Center where she, Cardona and Rep. Rosa DeLauro, D-3, will speak about the package, the $1.9 trillion American Rescue Plan.

The visit will be Harris’s first to the state since becoming the nation’s first female vice president. Gov. Ned Lamont, joining Harris, will announce a rollout of state aid to child care providers under the relief act.

On his first official day in office, March 3, Cardona visited a Meriden, Conn. elementary school with First Lady Jill Biden to discuss strategies for reopening schools. Cardona is a Meriden native and a former teacher, principal and assistant superintendent there.

It’s unclear whether Cardona and Harris will discuss Cardona’s major efforts these days, returning as many students as possible to in-school classes. He and Lamont shared that goal amid pushback from teachers unions and others in the second half of 2020.

‘Too many of these’: Biden, Senate urge action after Colorado shooting

WASHINGTON — Urging action by the gridlocked Senate on gun law reforms, President Joe Biden on Tuesday demanded the chamber immediately pass two bills on the day after a gunman killed 10 people at a grocery store in Boulder, Colorado.

Connecticut Sens. Chris Murphy and Richard Blumenthal spoke ardently on the reforms, as they have after every mass shooting since the Sandy Hook massacre in 2012.

And Waterbury Chief of Police Fernando Spagnolo testified before the Senate Judiciary Committee Tuesday — a firearms reform hearing that, as it happened, was long scheduled — that Connecticut’s gun laws, some of the toughest in the nation, were undermined by weaker federal standards.

The speeches and debates unfolded in the raw moment of anger and resolve that always follows a mass shooting.

“We’ve been through too many of these,” Biden said in a speech at the White House. “I don’t need to wait another minute let alone an hour to take common sense steps that will save lives in the future and to urge my colleagues in the House and Senate to act.”

The bills on the table would tighten federal background check laws and ban what Biden called “assault weapons” — military-style, semiautomatic firearms paired with high-capacity magazines.

Biden's press secretary said Tuesday the president is also considering a range of executive actions on gun laws. Those could reportedly include moves to tackle “ghost guns” assembled at home and law enforcement notifications when background checks fail.

‘It doesn’t take much:’ Wind intensifies start of CT’s brush fire season

It began as a brush fire during the most dangerous forest fire season for Connecticut and ended with two residents injured and displaced when the flames spread to their home.

The calls came in around 6:45 p.m. Tuesday, sending fire personnel to Maiden Lane.

Arriving units quickly found this wasn’t one of the town’s typical brush fires, which usually consume open space and don’t threaten buildings or residences.

By the time fire crews got to the scene, the flames had extended to the home, up the side of the home and into the attic.

Crews from Seymour, Derby, Oxford and Beacon Falls extinguished the flames.

Two residents were displaced, according to Tim Willis of the Seymour Fire Department. He said that the two suffered minor injuries.

Connecticut typically sees high forest fire danger in the spring from mid-March through May. The National Oceanic and Atmospheric Administration also issued a “red flag” warning for Southern New England.

So far in 2021, the state Department of Energy and Environmental Protection has been made aware of 32 fires spanning roughly 50 acres in total, according to spokesman Will Healey.

Last year, he said, there were 626 reported fires that covered a total of nearly 340 acres. In 2019, there were 107 reported fires that spanned 86 acres.

“We had a wet year in 2019, so conditions didn’t promote a lot of fires that year,” Healey said about the massive jump in fires between the two years. “Conversely in 2020, conditions were very dry with the drought, promoting a much higher number of fires.”

The state House of Representatives unanimously approved a bill Tuesday to ensure the General Assembly has an equal voice with Gov. Ned Lamont in carving up more than $2.8 billion in new federal pandemic relief headed Connecticut’s way.

The measure, which the Senate is expected to approve next week, also directs the administration to give lawmakers a detailed accounting of how federal coronavirus aid has been allotted to date.

The bill, lawmakers asserted, is not a “power grab” or an effort to battle Lamont for control of the $1.9 trillion American Rescue Plan Act funds authorized by Congress and President Joe Biden earlier this month.

Connecticut’s recovery will be planned, said Rep. Toni E. Walker, D-New Haven, longtime co-chairwoman of the Appropriations Committee, “as a team, as a state. We do it along with the governor. We do it side-by-side, Democrats and Republicans.”

Paul Mounds Jr., Lamont’s chief of staff, said after Tuesday’s House session that “this legislation is consistent with Gov. Lamont’s approach since the beginning of the pandemic, which has been to work with the legislative branch throughout the pandemic emergency on critical decisions.”

Mounds added that the administration has followed a transparent process regarding the use of federal relief funds since the pandemic began. “All expenses relating to federal funding have been posted online and reported to the General Assembly and Office of the Comptroller,” he said.

But legislators from both parties have complained periodically that the administration hasn’t provided sufficient detail on how previous rounds of federal relief have been spent.

By statute, the three-member commission must have one Democrat, one Republican and be chaired by the commissioner of the Department of Consumer Protection.

The appointments are coterminous with Lamont’s term and are not subject to legislative review.

The panel is a regulatory body responsible for holding hearings on a range of issues involving liquor permit holders and applicants, including the suitability of applicants and permit premises and allegations of violations, such as sales to minor or intoxicated persons.

Balletto, a political ally of Senate President Pro Tem Martin M. Looney, D-New Haven, was elected unanimously by the Democratic State Central Committee in January 2015 as state chair, with the backing of then- Gov. Dannel P. Malloy.

Without Lamont’s support, he left the post in early 2019.

McKinney, a political moderate with friends on both sides off the aisle, was defeated by Thomas C. Foley in the Republican primary for governor in 2014, his last run for elective office.

Police: Gun arrest made in Waterbury over illegal dice game

WATERBURY — City police arrested a 32-year-old woman they said illegally had a handgun in her purse despite a prior conviction, after breaking up a group gambling over dice.

Marvette Brye was charged with illegal sale or transfer of a firearm, criminal possession of a firearm and ammunition, violation of a protective order, criminal possession of a pistol or revolver, interfering with an officer, carrying a pistol without a permit and possession of less than a half-ounce of marijuana.

Police also arrested 29-year-old Jeffrey Lightfoot on drug possession charges during the incident.

Officers in the crime prevention unit were patrolling near Bishop Street and Adam Street Extension around 4 p.m. Wednesday when they spotted a group of people gambling over dice, a press release said.

The officers recognized Lightfoot, who had several warrants out for his arrest.

“Lightfoot was also found to be in possession of 37 bags of heroin, 10 MDMA pills and US currency,” police said.

He was charged with possession with intent to sell of both narcotics and hallucinogens, illegal possession near a school zone and illegal gambling, police said.

Brye was also arrested “for her involvement” police said, leading them to find a loaded .380 caliber handgun in her purse.

“Brye is a convicted felon due to a conviction regarding a violation of protective order in 2017,” the release said.

Four other men were also charged with illegal gambling in the incident, according to police.
