Stefanowski’s company lobbied for high-interest loans while he was CEO

Bob Stefanowski, the Republican candidate for governor, says he is a corporate reformer who was not responsible for gouging consumers when he was chief executive officer of one of the world’s largest short-term loan companies. But during the same period he claimed to be changing the corporate culture of the Dollar Financial Group, one of his top lieutenants fought Hawaiian lawmakers in a successful campaign to retain the company’s high-interest rates in that state. Separately, a former co-worker of Stefanowski’s from General Electric in the 1990s, who as a U.S. Army major had to deal with the aftermath of short-term loans taken out by his troops, has joined Democrat Ned Lamont’s campaign for governor.

Connecticut comptroller candidates spar over being an independent voice

Kevin Lembo and Kurt Miller agree the state comptroller must be Connecticut’s chief fiscal guardian. What they don’t agree about is whether Lembo has done a good job in that role over the past eight years. Lembo, a Guilford Democrat, touts a record of reforms that have forced state government to save more than $1 billion in the past year alone, made budget, payroll and pension data easily accessible online, saved millions of dollars in prescription benefit costs, and provided checks and balances on Gov. Dannel P. Malloy and legislators from both parties.

D.C. Buzz: Zinke may have had hidden agenda in position agaisnt Conn. tribes in casino war

Interior Secretary Ryan Zinke gave the appearance of honest broker in holding the line against the Mashantucket Pequot and Mohegan tribes in their effort to build a new casino in East Windsor. But Zinke may have had some ulterior motives in withholding approval of Connecticut’s deal with the tribes to build a competitor to MGM’s casino in nearby Springfield, Mass. According to the Washington Post, the Interior Department’s inspector general is looking into whether lobbying by MGM and the two senators from its home state, Nevada, may have improperly influenced Zinke. The rangy former Navy SEAL, who represented Montana in the House before President Donald Trump appointed him, already was in hot water over exorbitant travel expenses.

Letter: Accountability

Accountability With the recent events in Florida and Pennsylvania, it appears that some groups, politicians and the media have been playing the blame game. I would like to remind everyone what perhaps our last great American president once said. “We must reject the idea that every time a law is broken, society is guilty rather than the lawbreaker. It is time to restore the American precept that each individual is accountable for his actions.” That president was Ronald Reagan. Richard R. Costello Fairfield

MONROE — The intersection of Elm Street and Purdy Hill Road was flooded with first responders Tuesday night after a two car collision with extrication. The call came in around 7 p.m. Tuesday for a two-car crash, officials said Wednesday. As flu season builds in state, FDA approves medicine

Flu season is in full swing and has already been linked to at least two deaths in Connecticut alone. Thus local health experts are cheering the approval of a new medication that can speed recovery from the contagious respiratory illness. Last week, the U.S. Food and Drug Administration approved the medication baloxavir marboxil, sold under the name Xofluza, for the treatment of influenza in patients 12 and older who have had symptoms for now more than 48 hours. It’s the first new antiviral flu treatment approved in roughly 20 years, only requires one dose and, according to research, can significantly shorten the length of illness. “This is great news,” said Dr. Zane Saul, chief of infectious disease at Bridgeport Hospital.

Changing tastes led to Black Duck’s closure

Over four decades, the Black Duck Cafe thrived as a riverfront destination in Westport. Changing times, and a transforming neighborhood, led to difficult days for the Saugatuck River mainstay, and its owners announced this week it will close on Sunday. A Tuesday post on Facebook confirmed the decision. “It is with a heavy heart that we announce our closing. We’ve had an amazing 40 years here in Saugatuck/Westport, and we are grateful for every friend we’ve had the pleasure to serve and entertain along the way,” the Oct. 30 post read, noting the establishment will officially close Nov. 4. Business hasn’t been what it used to be, according to co-owner Peter Aitkin, who opened the restaurant in April 1978.

Hiding the Charter: Images of Joseph Wadsworth’s Legendary Action

by Dave Corrigan

According to the legend of the Charter Oak, on the night of October 31, 1687, Joseph Wadsworth spirited the Royal Charter of 1662 out of Sanford’s Tavern and the clutches of Sir Edmund Andros, ran across the bridge over the Little River, and deposited it in the hollow of an ancient oak tree on the grounds of Samuel Wyllys’ house in Hartford. Although historical evidence for this event is lacking, the legend has endured, and long ago became Connecticut’s defining political legend, in which Hartford residents resisted the attempt by an agent of the British crown to usurp their rights. To many 19th-century defenders of the legend, the hiding of the Charter presaged the later, more widespread, defense of colonial rights that led to the American Revolution and independence.

The Tale Served a Political Purpose

The basic story line of the legend seems to have emerged in the 1780s and 1790s, when Connecticut’s Standing Order, the nexus of long-entrenched political, theological, and educational institutions, and its traditional, aristocratic way of ruling, came under increasing attack from a more democratic, liberal faction, that demanded wider suffrage, an end to the official support of the Congregational church, elimination of the practice of returning the same men to office year after year, and the drafting of a state constitution to replace the Charter. The Charter Oak legend was apparently created as one line of defense against these democratic encroachments and was one element of the argument that Connecticut’s traditional way of governing should be maintained.

Woodcut, from Historical Scenes in the United States by John Warner Barber - Connecticut Historical Society

Woodcut, from Historical Scenes in the United States by John Warner Barber – Connecticut Historical SocietyIn what may be the first artist’s rendering of one of the most significant events in Connecticut political history, an athletic Joseph Wadsworth, in 19th-century garb, hangs from a limb of the tree (although there is no indication how he got there) as he inserts the Charter into the hollow of the tree with his right hand. The structure at the right is undoubtedly intended to be the Wyllys mansion, although the other structures and landscape elements are indeterminate.

Anyone with a basic knowledge of Connecticut history will be familiar with the legend of the Charter Oak, how the tree came to be the repository of the Royal Charter of 1662, how it was revered for playing that role, how it was lamented and mourned when it fell in 1856, and how objects made from its wood extended the reverence accorded to it well into the 19th century. The legend of the Charter Oak remained popular throughout the 1800s and many images of the tree were painted, engraved, and published. In 1856, shortly after the tree fell in a storm, Charles DeWolf Brownell painted what became, and continues to be, the definitive and most recognizable image of the Charter Oak, helping to reinforce the belief that the tree was the most important element in the story.

Oak’s Starring Role Overshadows Joseph Wadsworth’s Part in Drama

If we temporarily suspend our critical faculties and posit the truth of the legend, it becomes obvious that Joseph Wadsworth’s pivotal role as the intrepid agent of a well-conceived and flawlessly-executed plan to preserve the colony’s most important legal and political document has been overshadowed by the purely passive role of a basically ordinary oak tree that his action elevated to historical prominence as the temporary repository of that document. Yet Joseph Wadsworth, described by James Hammond Trumbull in 1886 as “the hero of the Charter,” has become the Rodney Dangerfield of Connecticut history—he doesn’t get any respect—or much recognition.

But, truth be known, Wadsworth has been depicted in the act of hiding the Charter by numerous artists from the 1820s to the 1970s and there is a wider variety of visually compelling images of Wadsworth hiding the Charter in the tree than there are variations of views of the Charter Oak itself, given the definitive authority accorded Brownell’s painting. But no one image of Wadsworth hiding the Charter in the tree has achieved the iconic status of Brownell’s rendering of the tree and most, if not all of these images, created in a variety of media, remain largely unknown. While Brownell strove to create an accurate representation of an actual tree, the artists who rendered images of Wadsworth in the act of hiding the Charter were not bound by the necessity of more or less rendering the scene accurately. Whether they thought the event actually happened or it was a legend, they could let their artistic imagination roam, since there were no constraining eye-witness accounts of what Wadsworth was wearing, how he approached the tree, or how he placed the Charter inside it. They were free to interpret either a real or legendary action whatever way they chose.

Each artist’s rendering of Wadsworth hiding the Charter restores the element of human agency to the legend, perhaps counterbalancing a lingering vestige of tree-worship fostered by the overwhelming influence of Brownell’s painting. The artists depicted Wadsworth in various garbs, some actually approximating historical accuracy, although that was never their first priority. Several artists depict the hero Wadsworth looking over his shoulder, perhaps realizing that, while his compatriots at Sanford’s Tavern could claim to have no idea what happened to the Charter, he actually had it in his hand and would pay dearly if his removal of the Charter and his flight to the oak tree were detected.

Conn. bat population on a ‘dramatic decline’

There has been a dramatic decline of Connecticut’s bat population because of white-nose syndrome, the Department of Energy and Environmental Protection said. “Several species of bats that call Connecticut home have been devastated by white-nose syndrome, so much so that in 2015 three species were listed as endangered on Connecticut’s List of Endangered, Threatened and Special Concern Species,” DEEP said. The species added to the state’s endangered list are the little brown bat, the northern long-eared bat (which is also federally threatened) and the tricolored bat. The disease affects hibernating bats and is caused by a fungus. The fungus looks like white fuzz on a bat’s face and grows in cold, dark and damp places.

Lamont, Stefanowski debate: same old same old

The calendar says Halloween but the holiday that best describes the five debates we’ve seen between Democrat Ned Lamont and Republican Bob Stefanowski is Groundhog Day. That, at least, is the movie version of this governor’s race, heading into Tuesday evening’s final take at Foxwoods Resort Casino. Specifically, he claims he’ll end the state personal income tax, the corporate earnings tax and the estate tax — more than 60 percent of the state budget — without raising other revenues.

Trump’s plan to end birthright citizenship draws ire

WASHINGTON — President Trump’s proposal to end birthright citizenship left a wide swath of Connecticut political figures and experts scratching their heads, wondering whether the idea of depriving citizens’ rights to children of undocumented immigrants born in the U.S. is little more than a pre-election political ploy. “This is just pure politics,” said Gary Rose, a political scientist at Sacred Heart University in Fairfield. “This is once again Donald Trump mobilizing his base, stirring up passions on immigration.” In an interview with the website Axios, Trump said the U.S. is “ the only country in the world” that grants citizenship to anyone born within its boundaries, regardless of whether the parents are here legally.

State police: Tickets handed out to keep all drivers safe

The Connecticut State Police released a statement Tuesday reminding residents of the real reason troopers give motorists tickets — because they’re trying to keep the roadways safe. “Some people believe that when they get a ticket from a trooper that the trooper is just ‘picking on me’ or that the trooper has a ‘quota’ to fill,” state police said. “But the truth is we don’t give out tickets because we have ‘quotas’ and we certainly don’t pick on people.” But according to the agency, neither is accurate. Anti-Semitic acts on the increase nationally, statewide

The Anti-Defamation League said its research showed the synagogue shooting was likely to be the deadliest attack on the Jewish community in the nation’s history. In Fairfield County, police have investigated incidents involving anti-Semitic signs and symbols throughout the years.

Events aim to help residents with insurance enrollment

Navigating health care enrollment has always been difficult. And with the shortest open enrollment season in several years starting on Thursday, Connecticut residents likely have a lot of questions about their insurance. “What’s going to be very different this year is that a lot of plans have changed dramatically,” said Andrea Ravitz, director of marketing for Access Health CT, the state’s health insurance exchange. “Plans that were the lowest cost last year are not going to be the lowest cost for the next year.” To help answer questions about the changes, Access Health CT is sponsoring enrollment centers and enrollment fairs throughout the region during the entire open enrollment period, which runs from Thursday to Dec. 15.

Trumbull surgical center settles death case

BRIDGEPORT - A Trumbull surgical center has agreed to pay a settlement to the family of a Stratford man, who died there after the center's medical staff mistakenly dosed him with a toxic agent. The details of the settlement were not disclosed and Koskoff declined to comment on the case. Woman takes court case lying down

BRIDGEPORT - Arrested for allegedly taking part in a home invasion in the city, Luvenia Robinson did not take it well when a judge increased her bond Tuesday. “No, no, no,” the 25-year-old Robinson screamed before collapsing on the floor of the courtroom. “I’m a good person.” But clearly Superior Court Judge Tracy Lee Dayton didn’t think so noting that the defendant has a prior arrest on weapon’s charges. The judge ordered Robinson, of Pearl Harbor Street, held in lieu of $100,000 bond. The defendant, who wouldn’t get off the floor, was carried out of the courtroom by judicial marshals. Robinson is charged with home invasion, third-degree assault and breach of peace.

Antisemitism charges over Middletown mailer

Prompting charges of antisemitism, a campaign mailer sent in Middletown this week attacks Democratic state Rep. Matt Lesser with edited imagery showing the Jewish legislator holding $100 bills near his face and smiling maniacally. After spending Sunday night at a candle-light vigil for the victims shot at a Pittsburgh synagogue, Lesser said he found the mailer sent by his opponent Republican Ed Charamut “deeply upsetting.” “For somebody in 2018 in Connecticut to surface this kind of representation is unconscionable,” said Howard Sovronsky, president and CEO of the Jewish Federation of Greater Hartford. “It’s that old image of the greedy Jew that we find incredibly offensive.

Civil engineers give state’s infracture a C-

Connecticut’s roads and wastewater treatment systems are in need of major repairs costing billions over the next two decades while issues facing the state’s bridges and drinking water are nearly as bad. As a result state leaders and residents should consider spending more than $40 billion over the next two decades to make major repairs and upgrades. That’s what the Connecticut Society of Civil Engineers determined in their inaugural 2018 Report Card for Connecticut’s Infrastructure which was released Tuesday. Combine the grades for their evaluation of bridges, drinking water, rails, roads and wastewater and the state gets an overall C- on its infrastructure. Those are the five areas the engineers focused on.

Experts: Constant exposure to coverage of violence can be harmful

Demoralization. That’s the word that Dr. Jeffrey Deitz used to describe the effect of attacks like the one that killed 11 worshipers at the Tree of Life synagogue in Pittsburgh over the weekend. Acts of violence in places that are supposed to be safe — such as synagogues or churches or schools — are also assaults on our long-held standards of right and wrong, said Deitz, assistant professor of psychiatry at Quinnipiac University’s Frank H. Netter MD School of Medicine. “If you keep piling on these tragedies one after the other, at first people become numb,” Deitz said. “Then there’s this disillusionment of there being no sacred place or no safe place. The word I use is demoralization.

Local Synagogues increase security in wake of Pittsburgh shooting

Scores of synagogues around the region and the nation beefed up security in the wake of Saturday’s Tree of Life massacre in Pittsburgh as rabbis and other religious leaders called for a dialing down of the toxic rhetoric that seems to have taken hold of the nation in recent years. Soon after the Saturday morning attack that was called the deadliest on the Jewish community in U.S. history, rabbis and synagogue officials began sending reassurances to congregants — although some had to delay because the use of electric devices is forbidden until sundown for Orthodox Jews.

It’s tougher to purchase firearms in Connecticut

If the Pittsburgh synagogue shooter lived in Connecticut, he would likely have had fewer - if any - firearms, because the sales or importation of military-style weapons and large-capacity ammunition magazines were prohibited after the 2012 Newtown school massacre. The state’s 2013 gun-safety laws also required owners of semi-automatic weapons, such as the AR-15, who bought them prior to the school shooting, to register them. Now, even people who want to buy ammunition must have a firearms permit in what the federal Centers for Disease Control and Prevention rate as one of the top-five states in the nation for gun safety.

Getting There: Lockbox ballot question a step in right direction for transportation

“Perfect is the enemy of good,” Voltaire once said. Life is a series of compromises and waiting for “perfect” is like standing still. You’ll never get anywhere. So is this election season. The conventions and primaries have delivered us a short list of flawed candidates pandering platitudes of perfection to a weary, cynical electorate. It’s enough to make you decide to not vote, lest you encourage and enable this behavior. But forget about the gubernatorial choices. It’s your state representative and state senator who will be crafting the laws, so pay them heed. Those are the races that really count, so in the waning days of the campaign, go to the debates, read the candidates’ platforms, study the issues and editorials.

Many Valley voters still undecided

DERBY — With less than 10 days until the polls open, voters in the Lower Naugatuck Valley are still undecided about who they think should lead Connecticut for the next four years. This is the region where the GOP nominee Bob Stefanowski should have home field advantage — Donald Trump won in all of the industrial, blue-collar towns along the Naugatuck river in 2016 — and if an unofficial count of lawn signs is any indication, Stefanowski will have no trouble drumming up support here on Election Day. Stefanowski signs outnumber Democrat Ned Lamont a dozen to one along the river, and he won all of these towns in the Republican primary.

Julie Jason: Week puts spotlight on retirement

The week of Oct. 21-27, 2018, is National Retirement Security Week, “a national effort to raise public awareness about the importance of saving for retirement.” First established in 2006, the goal is to elevate public knowledge about retirement savings. Of course, I’m a believer in this cause. Anything that helps to shine a spotlight on retirement security is a priority and passion of mine. There is a reason: Statistics tell a sad story. Not enough people start to save early enough in their careers. Not enough retirees are secure in knowing that they will not outlive their money.

Bridgeport plans massive sewer upgrades

BRIDGEPORT — When heavy rains deluge Bridgeport and storm water pours into the aged sewer pipes and the two sewage plants, the city releases untreated or partially treated waste from 30 different bypass sites to avoid backups or uncontrolled spills. According to a state Department of Energy and Environmental Protection map of those legal overflow locations, that sewage can flush into local waterways — Bridgeport and Black Rock harbors, the Pequonnock River, Burr, Ash, Johnson’s and Cedar creeks, Island Brook and Yellow Mill Pond. And then, eventually, the sewage ends up in Long Island Sound.

Derby beer garden owner says he wants to stay

DERBY — Umberto Morale said he doesn’t understand why there is such an outcry over his hoped-for renovations at The Hops Company on Sodom Lane. “All I want to do is demolish the older buildings and the house in the back, construct a new building for weddings and events and add parking,” he said. “There is no 5,000-square-foot building planned.” But to do so, Morale needs more than permission from the Planning and Zoning Commission. He needs a zone change — one that’s not on the books at this point. Morale’s beer garden exists as a non-conforming use in a residential area. Such a designation prevents him from making any changes, unless something like his lawyer’s proposed Derby Development District is approved.

Votes for Griebel could be costly for others in governor’s race

About 85 trucking company executives and drivers were gathered recently in a Meriden hotel for their annual meeting. Earlier, they had applauded a brief appearance by Bob Stefanowski, the Republican candidate for governor who opposes highway tolls, which his opponents say should be implemented to fund Connecticut’s transportation infrastructure needs. Later, the truckers — all members of the Motor Transport Association of Connecticut — were asked for a show of hands from those who had heard of Richard “Oz” Griebel, the unaffiliated candidate for governor. About a half dozen arms were held into the air.

Four of the state’s five largest cities — Bridgeport, New Haven, Hartford and Waterbury — are struggling near financial insolvency, with high employment, low property values and snowballing debt. Danbury, Stamford and Norwalk and have fared better, but still can’t compete with Boston or New York to draw the businesses and millennials that experts say the state needs for an economic turnaround. When it comes to votes, how much does Trump’s behavior matter?

WASHINGTON — With just over a week to go before Election Day, national Republican prospects have brightened considerably with the Senate likely to stay Republican and takeover of the House by Democrats no longer considered a slam dunk. GOP success in confirming embattled Supreme Court Justice Brett Kavanaugh gave Republicans a boost, as did the new trade deal with Canada. Fear generated by an approaching caravan of immigrants from violence-plagued Honduras resonates with at least a portion of Republican voters. And even President Donald Trump, target-in-chief for Democrats, is congratulating himself for “behaving.” In Connecticut, Republicans are breathing a little easier too — but not for all the same reasons.
