‘Riveting life’ in law enforcement leads Rovella to CT’s top cop

James Rovella encountered plenty of police officers while working his way through college at the Hartford YMCA. As he was finishing his master’s degree in public administration at the University of Hartford in 1981 after receiving a bachelor’s degree in criminal justice, a city detective dropped off an application for the Hartford Police Department. “’I’ll be back for it tomorrow,’” Rovella recalled the detective saying. Nearly four decades later, the Hartford native is now the state’s highest-ranking law enforcement official as the commissioner of the Department of Emergency Services and Public Protection.

CT gun log backup a prime target for new commissioner

When James Rovella entered the State Police barracks in January as the new commissioner of emergency services and public protection, he discovered an alarming issue. There was a backlog of 18,000 entries for the State Police Special Licensing and Firearms Unit system, which is used to track Connecticut gun purchases. Having up-to-date information in the system is vital for police officers to know if a suspect is armed with an arsenal of weapons. “I said, ‘why don’t we put some extra people on this and do a little overtime,’” the former Hartford police chief said. “It’s the old detective in me. I ask questions.” In about three weeks, the backlog has shrunk to 5,000.

Political divorce, Bridgeport style, for City Council duo

BRIDGEPORT — Back in 2017, freshman City Council members Marcus Brown and Kyle Langan were 20-something outsiders and reformers who supporters hoped represented the future of the local Democratic Party. As they head into this re-election year, however, Brown and Langan will not be campaigning for a second term representing the Brooklawn neighborhood as partners. Brown confirmed Thursday that he plans to run with one of the veteran council members he and Langan unseated in a primary two years ago, M. Evette Brantley.

Traditional and renewable energy “at odds” in Connecticut

HARTFORD - Renewable energy producers say the state’s electricity is cleaner than ever, but the struggle with traditional power sources continues. "Renewable and traditional energy industry is at odds," said Mike Trahan, executive director of Solar Connecticut. "Both can work together for the betterment of ratepayers," Trahan said. "But I don’t see us both growing in the same direction." Trahan and others representing renewable energy — those who produce electricity through solar, wind, fuel cells or food waste — on Thursday told members of the General Assembly’s energy and technology committee that progress in reducing the state’s reliance on carbon-based energy has been significant.

Gov. Ned Lamont, long dissatisfied with the way the state conducts economic development, will give details of a plan Friday in which three extremely high profile executives will form a public-private triumvirate in the hope of bringing more jobs to Connecticut. The three are Indra Nooyi, an old friend of Lamont’s from Yale School of Management and Greenwich, who recently retired as chairman and CEO of PepsoCo; James Smith, the retired CEO of the parent of Webster Bank who co-chaired a commission last year aimed at righting the state; and David Lehman, the young, fast-rising head of global real estate finance at Goldman Sachs investment bank, who approached the state to offer his services.

CT prison population decline slows

The shrinking of the state’s prison population is hitting a slowdown after several years of dramatic declines, while the number of people in pre-trial lockup now form a larger part of the system, according to a new report from the state Office of Policy and Management. When cold wrought destruction on Danbury

It’s cold in Danbury, but not as cold as it was on Jan. 31 in 1869, when freezing temperatures caused what may be the worst disaster in Danbury history. “The noise of wrecked houses mingled with the screams of drowning men, women and children,” according to a newspaper account from the time. Imagine huge ice floes and millions of gallons of water carrying chunks of ice, rocks and trees straight into downtown Danbury. It happened when what was then known as the Kohanza Reservoir froze.

No change for minimum liquor bottle price in CT

HARTFORD — Without a governor that’s taking on the issue, Rep. Michael D’Agostino, co-chairman of the General Law Committee, said there will be no discussion about minimum bottle pricing this year. Connecticut liquor laws establish a floor for liquor prices that, for the most part, retailers cannot go below. Former Gov. Dannel P. Malloy said it amounted to a price fixing scheme. He tried for years to get lawmakers to repeal Connecticut’s minimum pricing laws, but ran into opposition from package store owners who are afraid they wouldn’t be able to compete with large retailers that would undercut them.

As nail salons multiply, state struggles to control labor abuses

Massaging hands, painting nails, clipping cuticles, waxing legs, extending lashes, exfoliating skin — the work is exceptionally intimate. Few industries put paying client and low-wage worker in physical contact like nail salons and spas. These businesses selling beauty and relaxation often illegally underpay their workers, many of whom are immigrants. But state enforcement officials only address what is believed to be a small number of the labor abuses in this industry. Since 2015, 91 Connecticut nail salons and spas have been ordered to close temporarily by the state Department of Labor for violations in how they pay their employees, DOL enforcement data obtained by Hearst Connecticut Media shows.

Frozen Reservoir Destroys Danbury – Today in History: January 31

On January 31, 1869, Danbury’s Kohanza Reservoir froze. At around 7 o’clock in the evening the icy surface broke, causing the upper Kohanza dam to burst, which in turn caused a flood surge on the lower dam. With both dams destroyed, the water once contained in the reservoirs flowed quickly and forcefully into Danbury.

By 1860 Danbury’s thriving hat industry employed almost 2,000 hatters in 12 factories. In order to turn animal pelts into felt, hat makers needed abundant amounts of water. To satisfy this demand the town built numerous dams and reservoirs, the first of which was the lower dam of the Kohanza Reservoir constructed in 1860. The earthen dam was 336 feet long and 27 feet wide, held 40 million gallons of water, and was located three miles from the town. To get the water supply into the town, residents built water lines from wrought iron, wood, and cement. By 1865, residents built the upper dam.

On the evening the dams broke, the force from the two reservoirs was so great that it carried ice floes, rocks, and trees with it. This deluge swept away houses and buildings and destroyed three bridges in a matter of minutes. Most tragically, the flash flood took the lives of 11 Danbury residents. Portions of both reservoirs still serve the residents of Danbury and are known as Upper Kohanza Lake and Lower Kohanza Lake. While other natural disasters, such as floods and hurricanes, have threatened the area throughout the centuries, the 1869 deluge remains the town’s single worst disaster.

Getting There: Commuter ferry service a fairy tale for CT

Why can’t we run commuter ferries on Long Island Sound? I can’t tell you how often I’ve been asked that question. But as with so many “simple solutions” to our transportation woes, there are logical reasons why ferry boats won’t work. For starters, they are too slow. Even “fast ferries” can only make about 30 knots (35 mph) in open waters, half the (potential) speed of a train. To dock at downtown areas in major cities like New Haven, Bridgeport, Norwalk and Stamford, they’d have to sail up rivers and inlets with 5-knot speed limits. That really slows down the ride. If we put ferry terminals closer to the Sound, we’d be eating into our most expensive waterfront real estate.

Man charged with repeatedly sexually assaulting 12-year-old girl

BRIDGEPORT - A local man has been accused of repeatedly sexually assaulting a 12-year-old girl, telling her it was the way to make her his girlfriend. Klever Maldonado, 40, of Wood Avenue was arrested Tuesday and charged with three counts of first-degree sexual assault and three counts of risk of injury to a child. He was being held in lieu of $200,000 bond. “We intend to vigorously defend our client,” said Maldonado’s lawyer, Guy Soares. The girl’s mother reported the sexual assaults to police in 2014 but after an investigation by the now dissolved Youth Bureau, the case sat for four years.

Blumenthal not sold on Barr for AG

WASHINGTON — Acting Attorney General Matt Whitaker’s comment that the Robert Mueller Trump-Russia investigation is “close to being completed” was a chilling fox-guarding-henhouse moment for congressional Democrats, including those representing Connecticut. Whitaker is a Trump true-believer, even if only a placeholder since President Trump fired Attorney General Jeff Sessions last November. The idea of a hyper-partisan Trumpster overseeing the investigation of Trump 2016 campaign links to Russia and the president’s possible involvement in obstruction of justice was enough for some Trump opponents to re-evaluate William P.

New school bus contract hits road block

BRIDGEPORT — A new city school bus contract remains in limbo after one school board member — upset with restrictions the pact placed on drivers — got up and abruptly left a meeting, leaving his colleagues without a quorum and unable to seal the deal. Board member Chris Taylor objected to wording in the contract that would prohibit the hiring of school bus drivers who have been convicted of certain crimes or faced civil judgments for actions that suggest they are litigious, irresponsible, lacking in moral character, or would not be appropriate for working with minors in a school environment.

‘American Pickers’ episode filmed in Derby to air Monday

DERBY — More than a century of Italian family history will be on display Monday night during an episode of “American Pickers” filmed last summer in a former downtown market. The show follows “pickers” Mike Wolfe and Frank Fritz as they scour properties across the country to find valuable antiques in places like junkyards, garages, barns and basements — then haggle with the owners over a fair purchase price. Stratford resident Matt Catalano said the pair struck paydirt in their hunt at a former Italian grocery store once run by his great-great uncle, Antonio Voccia, in a converted barn on Derby’s Hawkins Street dating back to the late 1800s.

Dem Congress control benefits proposed Social Security overhaul

WASHINGTON — Rep. John Larson thinks the third time will be the charm in his effort to expand Social Security benefits and prolong the program’s solvency. Larson re-introduced his Social Security 2100 Act on Wednesday, the third time he’s pitched the bill since 2015. But this time things are different. Because of the Democratic takeover of the U.S. House, Larson is chairman of the Ways and Means subcommittee with jurisdiction over the Social Security program and there appears to be enough support among House Democrats to pass the bill in that chamber. “We’ve been in the wilderness since 2010,” Larson said of the Democratic takeover of the House. “This is a great opportunity.

A Connecticut Slave in George Washington’s Army

Nero Hawley, born into slavery in Connecticut in the 18th century, fought in the Revolutionary War. After his emancipation at the age of 41, he went on to become a successful businessman who diligently worked to emancipate his four children. His story is one that provides valuable insight into the legacy of slavery in Connecticut.

As an enslaved person, Nero was considered the property of Peter Mallet, his first owner, who gave Nero to Daniel Hawley when Hawley married Mallet’s daughter, Phebe. Daniel Hawley owned a gristmill, cider mill, and brick-making operation in Trumbull (then known as North Stratford). Nero spent much of his younger life working and learned from Hawley his various trades.

Detail from An Act Concerning Invalid Pensioners approved April 30, 1816 by James Madison and printed in the Connecticut Journal, June 4, 1816

One day, while attending church with the Hawley’s, Nero met and fell in love with a servant of the Reverend James Beebee. They married in 1861 and Nero, though still the property of the Hawleys, went to live with his wife at the Beebee residence.

Serving at Valley Forge

In 1777, in place of Daniel Hawley, Nero went to Danbury and enlisted in the Continental army. He joined the 2nd Regiment under Colonel Charles Webb and promptly marched to Pennsylvania to serve with the troops under George Washington. Nero spent the winter of 1777 at Valley Forge and fought in numerous battles (primarily along the Hudson River) before receiving an honorable discharge from the army in 1781.

Nero returned to Connecticut, and on November 4, 1782, Daniel Hawley emancipated him. Now a free man, Nero chose to stay on and work alongside Hawley at his saw and brick mills. In addition to the salary he drew from mill work, Nero received $8 per month from the US government as a pension for his military service. The money he saved eventually allowed him to purchase some land in the Daniels Farm area and start his own brick-making business.

Nero Hawley’s Life Commemorated by Freedom Trail

While the Reverend Beebee maintained ownership over Nero’s children, it is believed that while he was alive he released two of them to Nero. Upon Beebee’s death, Nero finally regained all his children. He emancipated all four (then between the ages of 26 and 34) in 1801.

Nero Hawley, who lived to be 75 years old, passed away on January 30, 1817. He received a burial at the Riverside Cemetery near his home in Trumbull. Today, Nero’s gravesite is a stop on the Connecticut Freedom Trail, and this war veteran’s life continues to remain an inspiration for new scholarly research on slavery in the state.

Fabian Vega, 29, of Hallett Street, was charged Tuesday with risk of injury to children, failure to store a loaded firearm and first-degree reckless endangerment. He was released after posting $75,000 bond. What’s wrong with this bill? Its ‘existence,’ lawmaker says

The very name and existence of a bill proposing school regionalization is a problem for Rep. Gail Lavielle (R-Wilton). “I do have, and I know others share, concerns about if not the reality, the appearance of this concept,” Lavielle said during an education committee meeting Monday. “Many people that I have heard from have been very distressed simply because of the existence of the bill regardless of what it may ultimately say.” Sen. Martin Looney proposed a bill last week that would “implement regional consolidation of school districts” and “require such school districts to join a regional school district.

Bridgeport cop chief’s payout gets bigger

BRIDGEPORT — Police Chief Armando Perez’s payout for “banked” vacation and other unused time off is higher than first reported — and closer to the jaw-dropping number Deputy Chief James Honis received last year upon retirement. The first of those, according to the city, was $171,830 — $122,017 after taxes — issued to Perez last week. At that time the details of the remaining two amounts were not available. Tips to protect children in cold weather

With temperatures expected to dip into the single digits this week, it’s a dangerous time for the state’s most vulnerable residents — including young children. To help protect your family’s smallest members, here are some tips from Fairfield-based Save The Children. Layer up! Bitter cold and snow can cause frostbite. Dress children in several layers, and make sure their head, neck and hands are covered. Dress babies and young children in one more layer than an adult would wear. Play it safe. Even when roads are closed to traffic, it’s not safe to play or sled in the street. Visibility may be limited due to snow banks and ice on the roads makes braking difficult.

First General Copyright Law – Today in History: January 29

On January 29, 1783, Connecticut became the first state to pass a general colonial copyright law, entitled “An Act for the Encouragement of Literature and Genius.” Printing books in the colonies got off to a slow start. At the time, many colonial authors still sent their manuscripts back to the established presses in England. The few printers operating in the colonies made their living printing proclamations, sermons, broadsides, and newspapers as well as by selling writing supplies, stationary, and imported books. Larger and lengthier works could be produced far more cheaply in London, and law books were almost the only printed books in the colonies before 1740.

But by the revolutionary era, authors became worried about protecting their rights. It was not uncommon for a printer, who had been paid by the author to print a set number of copies, to produce extras to sell on the side. Also, another printer might copy and sell the author’s book without permission. In October of 1781, Andrew Law, a singing master with ambitions to publish a music book, petitioned the Connecticut General Assembly regarding his volume, A Collection of the Best and Most Approved Tunes and Anthems for the Promotion of Psalmody. Law was granted an “exclusive patent” for a five-year period. At that time, patents were the only form of protection for an author’s work and legislatures generally granted these private bills for relatively short periods.

Another vocal advocate for copyright was Noah Webster, a Connecticut schoolteacher and member of the New York bar. He had completed the first volume of his three-part American textbook, A Grammatical Institute of the English Language. Webster, also concerned about safe-guarding his rights, sought protection for what would become known as the “blue-backed” speller. In 1782, he petitioned the legislatures in New York, New Jersey, Pennsylvania, and Connecticut for general copyright protection. His efforts, however, proved unsuccessful.

Ultimately, it was John Ledyard who succeeded in securing the first general copyright protection, which set the precedent for other colonies to enact similar laws. The author of A Journal of Captain Cook’s Last Voyage to the Pacific Ocean, Ledyard petitioned the Connecticut General Assembly and was granted copyright on January 29, 1783. The General Assembly, instead of passing a private bill for Ledyard, issued the first general colonial copyright statute. It secured the rights to the author for 14 years with the ability to renew the copyright once. Nathaniel Patten in Hartford printed Ledyard’s book in 1783.

G. Fox & Co. Destroyed by Fire – Today in History: January 29

On January 29, 1917, at about 11:00 pm, watchmen discovered a fire on the ground floor of the G. Fox & Co. building complex located on Main Street in Hartford. The fire spread quickly and firemen had difficulty controlling the blaze. The building, constructed of brick, wood, and metal, burned for nearly 18 hours, and although no one was seriously injured in the fire, it destroyed the complex and its contents.

The building complex on Main Street had grown from a two-room store opened by German immigrant Gerson Fox in 1847. His small shop proved to be hugely popular and in just a few short years the store expanded, and with Fox’s son Moses on board, the business continued to grow to a 5-store complex by 1915.

G. Fox Department Store, Main Street, Hartford

G. Fox Department Store, Main Street, Hartford, 1918 – Connecticut Historical Society

The fire’s destruction in early 1917 left Moses Fox undeterred. The company hired renowned architect Cass Gilbert to design a new state-of-the art building. Gilbert’s neo-classical design for the G. Fox & Co. building totaled 11 floors and loomed over the street’s existing buildings. G. Fox’s popularity held steady through the first half of the 20th century, and Moses’ daughter Beatrice, who took over the presidency from 1938 to 1965, ran the company with integrity. A civic-minded and philanthropic executive, she was well-loved by her community. In 1965 the May Department Stores Company acquired G. Fox & Co., and in 1993 the flagship store in downtown Hartford closed for good.

For years, the former G. Fox building laid vacant and abandoned until private investors teamed with the state to rehabilitate it for use as the Hartford campus of Capital Community College, retail shops, and offices. Today, the restored building exhibits much of its original splendor and is listed on the National Register of Historic Places as part of Hartford’s Department Store Historic District.

CT Democratic Party received $116,000 from Sacklers

HARTFORD — Since 2002, the Connecticut Democratic Party has received a total of about $116,000 from the Sackler family, owners of Stamford-based Purdue Pharma, the opioid-producing company now being sued by Connecticut and many other states. “If we knew then what we know now, of course, we never would have taken the money,” said Nancy Wyman, who was elected chair of the state party last week, after serving as lieutenant governor for eight years. Eight of the Sacklers were closely involved in false marketing of opioids, contributing to the nation’s deadly opioid crisis, a lawsuit by Connecticut’s attorney general alleges.
