Forty-nine states require nail technicians and estheticians to receive training and get a license before working in salons and spas. Connecticut is the only state that does not. It’s an anomaly in a state known for its regulation vigilance. Ask what the holdup is, and the finger-pointing begins. It’s not that licensing hasn’t been tried before. Connecticut required manicurists to be licensed from the 1950s until 1980, according to the state Office of Legislative Research. Since that time, more than a dozen bills to license nail technicians have been floated. New bipartisan legislation, affecting nail techs and estheticians, was filed in mid-January by state Reps.
