Another Democrat declares for Esty’s seat

Another candidate is getting in on the 5th Congressional District action. Shannon Kula, a Farmington resident and longtime U.S. Senate employee, filed paperwork Wednesday with the Federal Elections Commission to run for Congresswoman Elizabeth Esty’s soon-to-be vacant seat. Kula was employed most recently as director of the Women’s Leadership Center at the University of Saint Joseph in West Hartford. She previously served for 13 years as the chief of staff to former Maryland Sen. Barbara Mikulski, and was a legislative aid for former Connecticut Sen. Chris Dodd. Kula’s late entry into the race means she’ll have to collect signatures from 2 percent of Democratic voters — about 2,700 — in the 5th District to make it onto the Aug.

The Free Consent of the People: Thomas Hooker and the Fundamental Orders

By Diana McCain for Your Public Media

“The foundation of authority is laid firstly in the free consent of people.” That principle lies at the heart of the representative system by which the United States has governed itself for more than two centuries.

But when the Reverend Thomas Hooker declared those words in a sermon in Hartford on May 31, 1638, they were a radical concept. In 1638 almost all the nations of the world were governed by monarchs, emperors, tsars, and others who wielded power secured by inheritance or conquest. Ordinary people had little, and usually no, voice in selecting their leaders or making their laws.

The Puritans whom Thomas Hooker had led to settle in Hartford just a few years earlier based everything in their lives on the Bible. Thomas Hooker believed that in the Bible God granted the people the right to select those who would govern them and the power to establish limitations on those individuals.

Page from Henry Wolcott Jr.’s shorthand notebook of sermons

Page from Henry Wolcott Jr.’s shorthand notebook of sermons delivered in Hartford, Windsor, and New Haven between 1638 and 1641 – Connecticut Historical Society,

Less than a year later those democratic concepts were put into practice. In January of 1639 the settlements at Windsor, Hartford, and Wethersfield united under a framework of government known as the Fundamental Orders. Under the Orders, citizens elected representatives to a legislature that would enact the laws of the land. The governor was elected as well.

We know the momentous words Thomas Hooker spoke on that May day 375 years ago from notes taken in an early version of shorthand by a man who heard them uttered, Henry Wolcott, Jr. of Windsor.

Diana Ross McCain was formerly the Head of the Connecticut Historical Society Research Center and author of the books It Happened in Connecticut, Connecticut Coast: An Illustrated History, Mysteries and Legends of New England, and a biography of Connecticut’s official state heroine, To All on Equal Terms: The Life and Legacy of Prudence Crandall.

Bridgeport girl’s perfect-spelling run ends at national bee

WASHINGTON - Two days into a national spelling bee competition, an 11-year-old Bridgeport native fell to the word “celtuce.” Janelle Newell, a sixth-grader from the Multicultural Magnet School in Bridgeport, instead spelled the word c-e-l-t-i-s. She was one of three Connecticut contestants eliminated Wednesday from the Scripps National Spelling Bee, which brings more than 500 advanced young spellers to compete for three days in Maryland. Wednesday was more nerve-racking than Tuesday’s preliminary round, Newell said, because she wasn’t given a word off her well-studied list. But she said she’s going to begin preparing for the next bee the minute she returns home.

Bridgeport BOE fights without meeting

BRIDGEPORT — Sometimes it is the meeting itself the city school board fights about. What was to be a rare Tuesday school board meeting ended up canceled in front of a room full of staff, students and the public, in what one one board member characterized as a politically motivated boycott and another an attempt to cause drama and division. Left undone were agenda items such as determining a name for the new Warren Harding High School and the possibility of turning Bassick High School into an advanced manufacturing magnet school — something that will require significant state assistance. Board Chair John Weldon, one of six board members who did not attend, said he had to work late.

Rediscovering Albert Afraid-of-Hawk

Albert Afraid-of-Hawk was born Cetan Kokipa on the Great Sioux Reservation sometime between 1879 and 1881. His birth came at a time of tremendous change for the Sioux and other Plains Indians. Due, in part, to the expansion of the transcontinental railroad into South Dakota, the pressures placed on wild game populations by America’s westward expansion, and the implementation of the US government’s Indian reservation system, many of Albert’s fellow Oglala Lakota Sioux found themselves adopting lifestyles unimaginable to previous generations of their ancestors.

Sometime around the age of 19, Albert made his way to Omaha, Nebraska, and found work in one of Buffalo Bill’s Wild West shows. The touring ensemble traveled throughout the United States showcasing, among other things, Native American equestrian and marksmanship skills, as well as ceremonial dances.

In the summer of 1900, after performances in Hartford, New Haven, and South Norwalk, the show came to Danbury. While there it was learned that several of the performers, including Albert Afraid-of-Hawk, became ill from consuming a can of tainted corn. Albert died shortly afterward and was buried in Danbury. More than 100 years later, an extensive effort was undertaken to return Albert’s remains to Sioux lands in South Dakota.

Memorial Day 1920 Brings a Changing of the Guard

In 1920, veterans groups played an active role in orchestrating Memorial Day observances in towns across Connecticut. As had been the case for decades, remaining members of the Grand Army of the Republic (GAR), an organization composed of Civil War veterans, took traditional place of pride alongside the Sons of Veterans, assemblies of men descended from individuals who had fought for the Union cause. After all, Memorial Day had been instituted on a national level by the GAR on May 30, 1868, at Arlington Cemetery. Known then as Decoration Day, it adopted earlier local customs, practiced in both the North and South, of remembering the Civil War dead by adorning their graves with wreaths, flags, and flowers.

So, as they had done for years, groups dedicated to sustaining public remembrance of the Civil War organized and marched in parades, gave speeches, attended religious services, and gathered school children to help mark the graves of fallen soldiers. But, this year, they were not alone. In many towns, a new group, the American Legion, joined in the making of plans.

Memories of a World War Loom Large

Chartered by the US Congress in September 1919 as a patriotic veterans organization, the American Legion consisted of those who had served in the Great War, which had only recently ended with the June 1919 Treaty of Versailles. Posts soon formed in Connecticut. As Memorial Day 1920 approached the Legion made plans to remember casualties of the war, including those buried overseas. For some towns, official commemoration of the recent conflict represented a new undertaking. Two days before the traditional May 30th observances (it was not until 1971 that federal law changed observance of the holiday to the last Monday in May no matter its date), the Hartford Courant reported:

As the day will be celebrated in Windsor in a manner never attempted before, and as it is the first Memorial Day in which members of the World War have taken part and assisted in decorating the graves of their own comrades, the legion hopes that every ex-serviceman will turn out.

In some locales, with the number of Civil War vets dwindling, the American Legion assumed primary organizational duties alongside other civic groups. “In the past six years the ranks of Grand Army posts have thinned so that barely a nucleus remains,” reported the Courant of Hartford’s Memorial Day parade and observances. Veterans of the Spanish-American War (1898) numbered fewer as well. New to the ranks were Connecticut’s veterans of the World War, many who paraded for the first time in 1920.

Malloy restores grant money for Connecticut dairy farmers

Governor Dannel P. Malloy reversed a $1.4 million cut in funding to Connecticut dairy farmers, his office announced Tuesday. Lawmakers planned the cut in the two-year budget they passed in October, but restored some funding through their budget adjustments passed earlier this month. Malloy used his administrative authority to make reductions in other budget areas in order to put money back into an agricultural sustainability account, which provides grants to dairy farmers to offset the volatility of milk prices. “A strong and healthy farming community is integral to a strong and healthy Connecticut,” Malloy said in a statement.

High stakes for next leader

Whoever becomes the next governor will not only be expected to fix the state’s fiscal mess but also weigh in on the next president of its flagship university. While some might say solving the economy is tougher, others maintain the tasks are nearly equal — and intertwined. “Hiring a flagship university president is a big deal,” said Terry Hartle, a vice president at the American Council on Education. “The stakes are high.” Hartle, as well as a number of the state’s gubernatorial candidates, say the University of Connecticut can and should play a role in the state’s economic recovery.

But the National Fire Protection Association warns people of the increased of home fires for those that own a grill — with the association said is seven out of every 10 adults in the U.S. From 2011 to 2015, fire departments responded to an annual average of 9,600 home fires involving grills, hibachis or barbecues. Stefanowski, of Madison, has spent a half-million dollars on television ads in the state. David Stemerman, of Greenwich, who closed his multibillion-dollar hedge fund to make a similar run for Connecticut governor, has also made a six-figure commitment to television ads. Waterbury Tornado – Today in History: May 24

On May 24, 1962, a tornado hit the towns of Waterbury, Wolcott, and Southington. One person was killed by a falling tree and at least 39 others were injured. The Hartford Courant reported that the twister, which hit around 5:30 pm, left a path of destruction two hundred yards wide and three miles long. The storm proved so powerful that it actually threw the roof of the Waterville Lumber Company on to Route 8 and badly damaged the home of local resident Wendell McKennerney (whose house, built in 1790, withstood nearly 200 years of New England hurricanes and nor’easters). The storm damaged forty-six homes in all, as well as numerous commercial establishments. Later that evening, Waterbury Mayor Edward Bergin asked for assistance from National Guard troops to discourage looting. Shortly after, two companies of soldiers and a transportation unit arrived to help keep the peace.

Newington police warns the public of ‘purse snatchers’

NEWINGTON --  Police want all women to be on high alert since there have been thieves snatching purses at Price Chopper on the Berlin Turnpike.

Newington police said the suspect's vehicle circles the parking lot for several minutes before settling on a victim vehicle that is parked on the far end of the parking lot with parking spaces available on the passenger side.

"The suspect vehicle pulls all the way thru the parking spaces next to the victim vehicle and when the victim enters her vehicle and places her purse on the passenger seat, a passenger from the suspect vehicle enters the victims unlocked passenger door and steals her purse," police said.

"It's very scary and intimidating," said Lorna Caban of New Britain.

"What I do is I'll put my purse underneath the seat so this way, if anybody was to look through the window, you couldn't see it. Like it's not visible and most of my windows are tinted so you really can't see them," said Anela Korkutovic of Newington.

"Put my purse, get my grocery cart, put my purse in the little kid seat and I go shopping. Then, I come out and I put my groceries in the trunk, but my purse is always in the carriage so I always try to keep an eye on it," said Khara Potterof Danbury.

Police are strongly reminding female shoppers to always park in busier areas and lock your doors as soon as you get in and be aware of your surroundings.

"I'm definitely going to be more conscious about what I do or how I'm leaving it and not to leave it alone," added Caban.

Bridgeport PD: ‘Violent’ man threw officer down stairs

BRIDGEPORT — City officers are often dispatched to respond to residences after 911 hang ups, according to dispatch reports. But Monday night, one of those routine calls turned violent when a suspect threw an officer down a flight of stairs, police said. When officers got to a residence on Clinton Avenues, police said, they found the suspect broke several windows and tried to force his way into the home. The suspect was later identified as 43-year-old Napoleon Jenkins. Officers used a Taser during Monday’s incident, but it had no effect. Officers said the suspect appeared to be under the influence of narcotics.

Herbst challenges GOP hopefuls to 10 debates

Tim Herbst wants to spend the summer on the debate stage. He challenged his Republican competitors for governor to at least 10 debates before the August primary, which is roughly 12 weeks away. There are currently only two scheduled debates for the GOP candidates, which include the party-endorsed Danbury Mayor Mark Boughton, Herbst and Westport businessman Steve Obsitnik. All three participated in debates organized by the state Republican party before the convention in early May. The first debate is scheduled for June 5 at the Shubert Theater in New Haven, and is sponsored by the CT Realtors Association. It will be televised on WTNH. The second debate will be held at the WFSB Studios in Rocky Hill on June 13.

AM thunderstorms rattle storm-wary residents

A line of thunderstorms early Wednesday morning woke up people from a sound sleep. The likely first thoughts of many were: Will I lose power again? Fortunately, the thunderstorms and the occasional heavy rain that rolled through around 3 a.m. were not severe. Southeast Connecticut, however, did get hit by stronger thunderstorms that caused power outages in that part of the state. The town of Essex on the Connecticut River had more than 570 outages at 6:30 a.m. Wednesday. East Lyme and New London also got whacked. Lightning was also blamed for starting a house fire in Old Lyme around 4 a.m.

Week after storms, 3 school districts reopen Wednesday

Three school districts, closed for a week after a tornadoes and a macroburst swept through the towns, reopen Wednesday. Brookfield, New Fairfield and Oxford schools will resume classes after days of no electricity, blocked roads and downed power lines. The big question is whether the school year will be extended because some school districts will not meet the mandated state requirement of 180 days of classes. The school districts have sought a waiver to that 180-day rule. The state Board of Education has indicated classes should continue through June 28 and even suggesting that students go to school on Memorial Day. Oxford has announced its last day of school is June 25; the last five days will be half days.

Bridgeport BOE trudges painfully toward a balanced budget

BRIDGEPORT — Proving nothing is safe when faced with cutting millions from a flat-funded school budget, the city school board has reversed itself and will cut six assistant principals from its budget after all. The 3-to-2 vote gives Schools Superintendent Aresta Johnson the discretion to determine which elementary school administrators to eliminate. Previously, assistant principals in schools with fewer than 500 students would have been cut. Board members Ben Walker, Joe Sokolovic and Maria Pereira voted for the cut, while Board Chairman John Weldon and Dennis Bradley voted no. Cutting the assistant principals will shave about $420,000 from the budget gap that once stood at $13 million.

Malloy: tribes must be in on sports betting

Benjamin Dutton Beecher had a Penchant for Invention

Benjamin Dutton Beecher was a millwright and machinist with a knack for invention. Described by some as “eccentric,” Beecher lived a modest life in Prospect in an 8-sided house of his own design. While credited with developing numerous inventions, the two for which he received the greatest acclaim are his grain harvesting fanning mill and his screw-operated steamboat propeller.

Beecher’s fanning mill machine followed in the footsteps of similar machines patented by men like Thomas S. Barnum of Sharon in 1812 and Joel Soper of Windsor in 1814. The idea behind the fanning mill was to use strong air currents to separate grain from chaff after the harvest.

B.D. Beecher, Screw Propeller, patent number 1,459, December 31, 1839

B.D. Beecher, Screw Propeller, patent number 1,459, December 31, 1839

Fanning Mill Speeds Grain Processing

Prior to the fanning mill, farmers brought harvested grain stalks into barns to be trampled by horses or have sledges (carriages on runners) drawn over them in order to separate the valuable grain from the rest of the plant. The labor-intensive process then required the grain to be tossed into the air from a winnowing pan where the wind blew away any remaining chaff. The fanning mill greatly increased productivity by automating the cleaning of coarse grains such as wheat, oats, and barley for consumption. Beecher patented his machine on May 30, 1816, receiving praise for its contribution to the evolution of modern farming.

The other significant contribution Beecher made to technological advancement in the 19th century was eclipsed by later, more successful designs. Beecher worked for a year on developing a screw propeller for steamboats. Like others in the US and Europe during this time, he sought to replace the steamship’s cumbersome paddlewheel with a less bulky form of propulsion better suited to the constraints of canals and less vulnerable to attack in military engagements. A test of the device at nearby Juggernaut Pond gave him confidence to try his invention out on the Farmington Canal. Beecher arranged for a team of oxen to drag his boat from its construction site in the western part of town over to the canal at Beachport in Cheshire. Among the passengers on this 1830s test voyage was Connecticut Governor and Cheshire native, Samuel A. Foot. The experimental craft made it as far as Hamden before ultimately failing and forcing its passengers to return to Cheshire on foot. Another account, likely of a different trial run, has the vessel journeying 4 miles north and successfully back to Beachport. This inspired Governor Foot’s son, US Navy Lieutenant Andrew Hull Foote (who added an “e” to his surname and later became an admiral celebrated for his Civil War service) to call for additional experimentation. So, around 1840, Beecher outfitted and sent a boat to the Erie Canal for that purpose. Ultimately Beecher’s innovation, which employed a single screw-propeller, did not advance beyond the trial phase but his design may well have inspired others on to success.

Beecher’s dedication to invention resulted in a modest existence, as much of his income went into developing prototypes for his various ideas. As a result, by the time of his death in 1866, Beecher’s list of inventions included an automatic button maker, an endless band saw, and an automated water feeder for steam boilers. None of these inventions, however, matched the critical acclaim Beecher received for the progress he made in furthering grain production and water transportation with his fanning mill and screw-propeller ideas.

Setting Speed Limits – Today in History: May 21

On May 21, 1901, Connecticut passed An Act Regulating the Speed of Motor Vehicles. Connecticut was the first state in the United States to have a law that regulated automobiles. The law stated that:

No motor vehicle shall be run on any highway or public place outside the limits of a city at a speed to exceed fifteen miles an hour, and no such vehicle shall, on any highway or public place within the limits of any city, be run at a speed to exceed twelve miles an hour.

The law also specified that the person in charge of the vehicle was to reduce its speed at crossings and intersections or upon meeting a horse. In the last case, the act further specified that if the horse “appears to be frightened” the motor vehicle must to come to a stop.

The penalty for violating the act was defined as a fine of “not more than two hundred dollars for each offense.” A pretty stiff cost at a time when the average price of a car was $920.

Eversource asked to drop gas rate hike

Richard Blumenthal, D-Conn, referring to a rate case before the state Public Utilities Regulatory Authority. "Consumers are watching and cannot afford this rate hike," Blumenthal said.
