Disgraced former Gov. John G. Rowland was released from federal custody on Friday, according to the Federal Bureau of Prisons website. Rowland, 61, was convicted in 2014 of election fraud and obstruction of justice. He began serving a 30-month sentence in fall 2016. He completed the end of his sentenced in a halfway house in Waterbury, his hometown. It was his second stay in federal prison. Rowland’s 2004 federal corruption conviction led to the state’s landmark public-financing program. His latest federal incarceration had been scheduled to end Sunday, but he was released Friday without an announcement, according to the Federal Bureau of Prisons.
