White House on Lamont vaccine plan: Guidance issued ‘for a reason’

WASHINGTON — When asked about Gov. Ned Lamont’s decision to go with age groups for vaccination order instead of front-line workers and people with medical conditions, White House Press Secretary Jen Psaki said Wednesday the federal guidance Lamont bucked was issued “for a reason.”

“Obviously governors make different choices about the prioritization and the prioritization order,” Psaki said. “But we stand by the guidelines we’ve recommended at a national level.”

Psaki did not call for Connecticut to reverse the decision Lamont announced on Monday, when he recast the state’s COVID-19 vaccination plan. The U.S. Centers for Disease Control and Prevention advises putting essential workers and people with pre-existing conditions ahead of middle-age people.

“We make recommendations at the federal level for a reason because there are groups that we feel should be prioritized whether they are frontline workers, health care workers, individuals over a certain age as you noted and our objective of course is to get to the stage where there are recommendations for people who are much younger, who don’t have pre-existing health conditions that would mean they would qualify,” Psaki added. “That’s the reason we lay them out as we do.”

The CDC and White House Coronavirus Response Coordinator Jeff Zients did not immediately respond to requests for comment Wednesday. The CDC itself has modified its recommendations previously, for example, adding people age 65 to 74 as a priority a few weeks ago.

Starting Monday, Connecticut residents age 55 to 64 become eligible under Lamont’s plan. The eligibility expands every few weeks until everyone age 16 and above can get vaccinated, with a target date of May 3.

Municipalities win in short term, lose over long haul with Lamont’s new budget

Connecticut cities and towns gain in the short term but lose out over the long haul in the new two-year budget Gov. Ned Lamont proposed Wednesday.

Using federal coronavirus pandemic relief dollars and state bonding, municipalities would get an extra $320 million next fiscal year and $220 million more in 2022-23, with a strong focus on the poorest communities.

Bu Lamont, who had to close a projected deficit of roughly $2.6 billion over the next two fiscal years combined, suspended an ongoing initiative to ramp up education grants to local districts.

He also may have dealt a death blow to a program that was supposed to share more than $300 million annually in state sales tax receipts with cities and towns, and while he did pledge communities a share of the revenues from the proposed taxation of cannabis sales, that represents a tiny fraction of the sales tax receipts they were promised.

“This past year has been an exceptional challenge to our cities and towns,” Lamont said in his budget address. “There isn’t a single mayor who in 2019 budgeted for a pandemic in 2020, and they are struggling to build this new reality into an already tight budget for 2021 and beyond.”

That said, most of the new money Lamont would distribute to cities and towns wouldn’t come out of the state’s coffers.

More than $400 million in federal relief for local school districts

$3,000-per-child tax credit included in COVID-19 relief bill after DeLauro push

WASHINGTON — Democrats plan to include an at least $3,000-per-child tax credit, paid to American families monthly in 2021, in the coronavirus relief bill that is hurtling toward passage by Congress.

Rep. Rosa DeLauro, D-3, has been pushing to expand the child tax credit for 20 years in Congress and now as chairwoman of the House Appropriations Committee, she helped secure this temporary increase — and is leading the fight to make it permanent.

Aimed at fighting child poverty during the pandemic, the proposal in the coronavirus bill would raise the child tax credit to $3,600 for families with children up to six years old and pay $3,000 per child up to age 17 for couples earning up to $150,000 or individuals up to $75,000. The credit would decrease in size for higher income earners until it is phased out.

The child tax credit is normally $2,000. It’s not fully accessible to low-income people who do not pay taxes. But using lessons learned from distributed stimulus checks to non-taxpayers, Democrats now plan to pay the new enhanced tax credit to non-tax filers.

Over one in three children do not qualify for the tax credit because their parents earn too little, according to the Center on Poverty and Social Policy at Columbia University. In Connecticut, 26 percent of all children do not qualify, a DeLauro aide said.

Also, unlike the lump sum refund, parents will get this tax credit paid in monthly installments of $300 for parents of young children or $250 for older children.

Increasing the child tax credit during the pandemic has bipartisan support. But not everyone favors doing so permanently like DeLauro.

UConn: 18 new COVID cases found in 24 hours

STORRS — The University of Connecticut Monday said 18 new cases of COVID-19 had been found in the past 24 hours.

A majority of the cases were found in the student body. Seven of the new cases were among Storrs students living on campus, and another seven among students living off campus. One of the new cases was found among residential students at UConn’s Stamford campus.

The three remaining cases were among university employees, all of whom work on campus, according to the school’s dashboard.

As of Monday, 32 residential students at Storrs are in isolation, after either testing positive for the virus or developing symptoms. Since the spring semester began, 27 residential students have recovered and left isolation.

So far this semester, 18 off-campus students at Storrs have tested positive, along with two residential students at the Stamford campus.

Among employees, 167 have tested positive since the start of the academic year, according to UConn’s data.

Several colleges and universities have begun reporting cases as students return for the spring semester.

Western Connecticut State University in Danbury reported 11 new cases last week— four residential students, three commuter students and four faculty and staff members.

Southern Connecticut State University in New Haven reported 16 new cases last week, the majority among residential students and live-in staff, according the university’s database.
