Lamont to end Connecticut’s eviction ban

A 14-month ban on most new eviction cases in Connecticut, intended to keep people housed as they dealt with the financial fallout of the pandemic, will end Wednesday.

Gov. Ned Lamont has no plans to extend the moratorium beyond the June 30 expiration date, his director of communications, Max Reiss, said Tuesday.

Hundreds of millions of federal relief dollars are available to eligible renters and landlords, and with that money being distributed more quickly, Lamont said earlier this week the ban is no longer needed.

“The department of housing over the last month has been able to take care of more and more of those tenant-landlord disputes,” Lamont said Monday after an event in Hartford.

The governor was referring to the $457 million in rental relief that is being distributed through a program called UniteCT within the department of housing. Renters must meet the income threshold and have their applications approved by their landlord. Up to $15,000 in rental assistance is available in addition to up to $1,500 for utility assistance.

Connecticut was one of at least 10 states that instituted its own eviction moratoriums in the wake of the pandemic in addition to the federal ban, which is in place until the end of July.

Connecticut’s ban limited the reasons a landlord could evict a tenant to include owing six or more months of rent and committing a “serious nuisance” such as physically harming another tenant or the landlord.

Lamont extended the ban several times since first instituting it last spring as part of his emergency powers tied to the pandemic. He did so again last month to allow more time for money to get to those who needed it after a slow rollout of the program, which has been a problem for rental...

Sen. Alex Kasser resigns, citing divorce litigation

State Sen. Alex Kasser, D-Greenwich, announced Tuesday that she is resigning from office.

“It is with a heavy heart that I have made the difficult decision to resign from office, effective immediately,” Kasser said in her resignation letter to Senate leaders.

Kasser, who is in her second term as state senator, said her decision to resign was “due to personal circumstances and ongoing divorce litigation.”

“I cannot continue to dedicate myself to this job in the way it deserves,” she said.

For three years, Kasser has been engaged in contentious divorce battle with Seth Bergstein, a senior Morgan Stanley executive. Kasser has said Bergstein engaged in coercive control, a type of non-physical violence that can involve manipulative, isolating conduct that traps victims in abusive or violent relationships.

During the 2021 regular legislative session, which ended June 9, Kasser pushed for legislation to expand the criminal definition of domestic violence to include coercive control. That bill, known as Jennifer’s Law, for Jennifer Dulos, or Jennifers’ Law, for Dulos and a different woman named Jennifer, was adopted overwhelmingly.

Kasser created some controversy early in her tenure by hiring an aide using her own personal money in addition to Senate Democrat staff, which led to some concerns about access to systems at the Capitol. The Office of State Ethics issued an informal opinion that the aide’s employment by Kasser - who at the time used the name Bergstein -- was not a violation of state ethics law. Kasser ended the arrangement, saying it was only intended to be temporary.

Standing in his parking spot was the family of Corey Hausman, a Westport resident who died in 2018 after a skateboarding accident at the University of Colorado Boulder only 15 days into his freshman year, and the reason they were there was to urge the East Hartford Democrat to call Senate Bill 954.

The request was personal — the bill would require CT colleges and universities to include campus accidents that result in death or serious physical injury in the annual crime and safety report the institutions are required to provide data for.

“No, pressure, right?” Rojas joked minutes after the state House voted 131-0 on the legislation spurred by the family.

“I work in higher education, so I know how personal and devastating these types of issues can be for families when they lose a child or experience some type of accidental injury when they are at college.”

Months before the legislative session began, Nanette Hausman, Corey’s mother, contacted Sen. Will Haskell, D-Westport, who at the time was the co-chair of the higher education committee, to share what happened to her son, leading to the creation of the bill.

During a March public hearing, Nanette and her husband Joel told the higher education committee that when they tried to find out how common student deaths and serious accidents are at the college Corey attended after his death, they learned that school did not have a “finite number of how many kids died.”

In anticipation of the heat toward the beginning of the week, some Connecticut schools are planning to have students leave early.

One of those schools is the Ashford School in Ashford. The school is planning to dismiss students at 12:25 p.m. on Monday and Tuesday, citing “excessive heat.”

Bridgeport Public Schools are also planning to dismiss early on Monday.

Hebron Public Schools are planning to have students leave three hours earlier on Monday as well as Tuesday.

These aren’t the only schools expecting to have students leave early. NBC Connecticut reported public schools in Ashford, Ellington, New Hartford, Simsbury, Southington and Windsor Locks would also have students leave early on Monday.

All sides hail deal that averted group home strike but residents had to move

A strike of 2,100 group home workers, scheduled for 6 a.m. Friday, was called off late Thursday just before midnight as the union agreed to a 2-year deal with significant pay increases.

But the eleventh-hour deal came too late for the 200 group homes to avoid having to relocate hundreds of intellectually disabled residents.

In a statement issued Friday morning, Gov. Ned Lamont said the tenative agreement, which still has to be ratified by union members, “is a positive step forward for the workers as they will receive pay increases and more support.”

The $184-million, two-year state funding package will lead to significant wage increases and improved benefits for workers, the majority of whom are Black and Latina women, SEIU District 1199 New England, the state’s largest health care workers union, said in a press release early Friday morning.

“We believe this additional funding will resolve the open contracts. We have made substantial progress toward our goals for a $20 minimum wage, with major progress on retirement and other benefits,” said Rob Baril, the union’s president.

All day Thursday, group home operators had changed plans on the fly, pushing back deadlines to relocate residents until the last possible minute, with vehicles ready and destinations set.

Barry Simon, the chief executive officer of Oak Hill, a nonprofit which operates 70 of the affected homes, said that about 150 residents were moved to nursing homes Thursday night and it could take between 24 and 48 hours for the nursing homes to discharge them back to Oak Hill’s care.

In addition to their return, the agreement allows Oak Hill to “bargain in good faith to settle the contract with our employees,” Simon said.
