State lawmakers concerned over federal net neutrality repeal

HARTFORD — Some lawmakers and government officials want to require internet providers to make all content available to Connecticut users at the same speed, despite a repeal of net neutrality regulations by the FCC in December. On Wednesday, Senate Majority Leader Bob Duff, D-Norwalk, proposed prohibiting internet service providers in Connecticut from throttling consumer internet speeds, blocking certain websites or forcing some businesses to pay more to put their content on the same internet platform. The Public Utility Regulatory Authority would be charged with overseeing this. “Discarding net neutrality rules represents a dangerous rollback of consumer protections,” said Duff.

State Supreme Court asked to overturn Ernie Newton’s 2012 conviction

HARTFORD — Former State Sen. Ernie Newton on Wednesday asked the state Supreme Court for a chance to overturn his 2012 conviction for violating campaign laws. Mark Rademacher, a public defender representing Newton, told the court that the colorful Bridgeport politician did not "knowingly and willfully" commit a crime during his failed election bid, and that jurors at his trial were not told he had to know he was violating the law in order to convict him. "With murder, you don’t need to know the law," Rademacher told the justices. "With election law, you do." Senior State’s Attorney Kevin Shay stressed that as a candidate, Newton signed numerous documents pledging to follow "all applicable" campaign finance laws.

Chances of violence have schools jittery

With students, parents and teachers on edge over school security, administrators are scrambling to ease fears and to respond to reports — some unsubstantiated — of potential violence. On Wednesday, officials in Milford confronted a social media post that claimed a student at Jonathan Law High School posed a risk. “After countless hours of investigation, all claims have been disproved and found to be false,” said Milford Schools Superintendent Elizabeth Feser later said. Still, an increased police presence was expected to remain on the Law campus for a few days. In Westport on Tuesday, police said they took a Staples High School student into custody whose “thoughts of executing a mass shooting” emerged on social media.

Murphy, Esty put the case for expanded background checks to Trump

WASHINGTON — Sen. Chris Murphy took the case for expanded universal background checks directly to President Donald Trump at a White House summit on gun legislation, telling the president that his support was the only way to overcome the gun lobby’s “veto power.” “We have a unique opportunity to get comprehensive background checks,” Murphy, D-Conn., said at a roundtable meeting with 16 other senators and House members, including Rep. Elizabeth Esty. “Mr. President, it’s going to have to be you that brings Republicans to the table on this, because right now the gun lobby would stop it in its tracks.” “I like that responsibility, Chris, I really do,” Trump responded. “I think it’s time that a president stepped up.

Democrats bask in Young’s victory

STRATFORD — Four months ago, town Democrats were picking themselves off the floor after a disastrous rout in local races. Not only was a Republican mayor elected but the Town Council’s 7-3 Democratic majority flipped upside-down. Then Feb. 27 arrived, the date for the special election for the vacancy in Assembly District 120. Republican Bill Cabral, an old hand at local politics, was the odds-on favorite over Democrat Phil Young. Young, confounding many in the town’s political landscape, scored an upset victory, winning by less than 60 votes in a House district that’s been a reliable GOP stronghold. The last time voters in the 120th sent a Democrat to Hartford was in 1974, when the late Michael Turiano was elected to the seat.

Steps being taken for universal flu vaccine

Given this brutal flu season steps for a universal — and more consistently effective — vaccine against the contagious respiratory illness are being taken in multiple sectors. This week, Congresswoman Rosa DeLauro, (D-CT), introduced the Flu Vaccine Act, which would invest $1 billion toward the development of a universal flu vaccine, which would provide a lifetime of protection after being administered just once or twice. “Every year, more than 200,000 Americans are hospitalized from the flu and flu-related complications,” she said in a news release. “Nationally, we are losing 4,000 Americans a week to the flu — and we have yet to hit peak flu season. Towns and cities struggle to share services

HARTFORD - Towns and cities across the state are sharing health services, public works equipment and vehicle tracking and mapping technology. But many want to do more and are asking state lawmakers for help. "Governments in Connecticut stand at a crossroads," said Joe Delong, executive director of the Connecticut Council of Municipalities. "For over a decade prior to the Great Recession, governments in the state benefited from a strong economy and stable revenues," Delong said "But this stability has depended crucially on the local property tax and reliable and adequate state aid," Delong added.

William Gillette’s Last Performance – Today in History: February 27

William Gillette

William Gillette

On February 27, 1936, William Gillette made his last appearance on any Connecticut stage at the Bushnell Memorial auditorium in Hartford, starring in Austin Strong’s comedy Three Wise Fools. After a thunderous ovation at the final curtain, Gillette, then in his mid-80s, thanked the audience for their “fine performance.” He would go on to perform the play in New York but died nearly a year later, never returning to a Connecticut stage. Gillette is probably best remembered for his 1,300 performances in the lead role of his own play Sherlock Holmes, written in 1899.

Malloy skipped meeting with Trump during visit to Washington

Gov. Dannel P. Malloy decided he had more important things to do than attend a meeting with President Donald Trump, who once again called to arm teachers during the White House business meeting with the nation’s governors Monday morning. “He thought about it for a while and ultimately decided he had things to do here in the state that were more pressing,” said Leigh Appleby, a spokesman for the Governor’s Office. Malloy instead hosted a press conference where he announced the launch of a new campaign to combat the prescription drug and opioid crises. The meeting with the president wasn’t the only White House event Malloy skipped during his weekend trip for the annual winter meeting of the National Governors Association.

High court weighs rights of ‘free riders’ in government employee unions

WASHINGTON — In a closely watched labor case, justices of the Supreme Court appeared likely to favor the rights of individual government employees not to contribute to unions over the unions’ insistence that such defections would undermine their collective-bargaining strength. Janus v. AFSCME grew out of a worker’s objection in Illinois but has ramifications for labor-friendly Connecticut, where unions for state and local employees are strongly entrenched.

Lawyer accuses council members of anti-Semitism

BRIDGEPORT — The municipal attorney who pursues delinquent sewer use bills is taking on City Council members over inflammatory comments made about his being Jewish. And he is threatening to sue Councilwoman Eneida Martinez for libel and slander unless she publicly retracts comments made about him at a December meeting. Liskov’s actions come as the council continues to pressure Bridgeport’s law department to amend what critics say is a too punitive sewer fee collection process overseen by Liskov, with help from private attorney Juda Epstein.

An innovative approach to education comes to Shelton

SHELTON — All 398 seventh-graders at Shelton Intermediate School faced the same task: take sides and successfully argue the position of patriots or loyalists in the American Revolutionary War. Most would spend three 50-minute social studies classes researching and writing, using laptops, audio tapes, hand outs and videos to compile evidence. The 186 students who are part of the new School of Innovation tackled the assignment differently. Using the same materials, the School of Innovation — with its flexible schedule and team taught approach — pulled off the task in a single day and however the 12-year-old students felt most comfortable. For student Nick Woods, that meant curling up under a classroom’s corner sink.

Good dental hygiene may help fight flu

With a brutal flu season that has led to more than 90 deaths in Connecticut alone, the Connecticut Dental Association is reminding the public that flu shots and hand washing aren’t their only weapons against the contagious respiratory illness. The Centers for Disease Control and Prevention report that the flu virus can live on moist surfaces for 72 hours, which includes not only your mouth, but your toothbrush. “When you’re sick, it is especially important to maintain proper oral care as certain practices can really hurt your mouth long-term and prolong your symptoms,” said Dr. Gary Linker, CSDA President, in a news release.

Israel Putnam: A Youthful Trailblazer Turned Colonial Militiaman

by Patrick J. Mahoney

Israel Putnam is perhaps known best for his role as an American general during the Revolutionary War. The courage, leadership, and perseverance that endeared him to those of his cause, however, were qualities Putnam displayed long before the war, both in his youthful trailblazing exploits in Connecticut and his service as a colonial militiaman and ranger during the Seven Years’ War.

Putnam Thrives in the Wilderness

Recognized as a Connecticut hero, Putnam was born into an influential Massachusetts family in Salem Village, now known as the town of Danvers. Rather than settling into the comfortable life afforded him by his father’s inheritance, Putnam decided to strike out on his own, in what was then the wilderness of Connecticut. After purchasing a plot of uncultivated land from Massachusetts Governor Jonathan Belcher, a recently married Putnam and his 18-year-old bride, Hannah Pope, ventured about 75 miles south to start a new life in Connecticut. In the years that followed, the young Putnam quickly gained a reputation for resilience, building a comfortable new residence for his rapidly growing family and expanding his holdings through the arduous labors associated with farming and raising livestock.

Putnam’s Cave or Wolf Den

Putnam’s Cave or Wolf Den. Drawing by John Warner Barber, ca. 1835. The story of Putnam and the wolf was an oft-repeated tale throughout the 18th and 19th centuries – Connecticut Historical Society

Putnam’s determination might best be conveyed in an anecdote from the winter of 1742–43 that first made its rounds among his farming peers and later lent itself to embellishment and inclusion in a number of popular 19th-century histories and biographies, including Samuel Goodrich’s Peter Parley children’s series. In the story (eventually referred to as “Putnam and the wolf”), the title character and five of his neighbors went on a hunt for a she-wolf that preyed on their domestic animals. Tracking the animal to its den in a hollowed cave, the men tried various tactics (such as smoke and musket shots) to draw her out. After contemplating whether his broad frame fit through the narrow entry, Putnam agreed to enter the cave, armed only with a makeshift torch and a rope around his foot enabling his comrades to pull him out in the event the wolf attacked. Crawling deep into the cavern, approximated at no more than three feet wide and two feet high, Putnam found the agitated wolf and then quickly signaled his neighbors to pull him out. After assessing the situation, he reentered the cavern with his musket and killed the animal with one shot. The resounding courage and heartiness displayed by Putnam proved indicative of not only the qualities that brought him success as a farmer, but also those that led him to military renown.

The Seven Years’ War

In the summer of 1755, as the turmoil between France and Great Britain began to intensify among each side’s allies and colonial possessions in North America, Putnam enlisted as a private in the first of the Connecticut regiments raised to assist in a military campaign against the French at Crown Point in New York. By the fall of that year, after earning distinction for his heroics at the Battle of Lake George, the legendary Robert Rogers recruited Putnam to serve as a ranger and scout. Serving in this capacity until 1758, Putnam saw action in a number of campaigns, including General James Abercromby’s ill-fated assault on Fort Ticonderoga in July of that year. In one raid, France’s Iroquois allies captured Putnam and nearly burned him alive before the intervention of a French officer saved him. As a prisoner of war, Putnam traveled to Montreal, and later Quebec, before the French eventually ransomed him. Upon returning to his Pomfret home in the winter of 1758, Putnam found that tales of his exploits in both colonial and English periodicals earned him a measure of international celebrity.

The American Revolution

By the eve of the Revolution, Putnam, now remarried after the death of his wife Hannah in 1765, had settled back into life as a farmer and tavern owner. Displaying disdain for British colonial policy following the Seven Years’ War, he embraced news of the skirmishes at Lexington and Concord in April 1775, and soon offered his services to the fledgling patriot cause.

John Trumbull, The Death of General Warren at the Battle of Bunker's Hill, June 17, 1775

His first major engagement in the Revolution came at the Battle of Bunker Hill, where he played a central role in aligning patriot forces and ensuring order and calm among the men as they fought the superior forces of General William Howe. In the heat of the fray, Putnam (or one of his associates) purportedly delivered the now famous order for patriots not to shoot until seeing the “whites of their eyes,” so as to make the best use of the little ammunition available.

Following the Battle of Bunker Hill, General Washington awarded Putnam the commission of Major General. Congress supported the decision, recognizing Putnam as an indispensable leader who held the army together in its infancy. The image of “Old Put” (as some called him) riding along the lines at Bunker Hill with sword drawn, unperturbed by the dangers around him, embodied the growing belief in the colonials’ ability to fight successfully against British regulars. Although the effort ended in defeat, the early heroics of Putnam at Bunker Hill proved to be his crowning achievement in the Revolutionary War. Authorities later called his leadership and tactical abilities into question following his forced retreat at the Battle of Long Island in 1776, and a subsequently unsuccessful campaign in the New York Highlands. In the winter of 1779, while home on military leave, Putnam suffered a stroke, leaving him partially paralyzed and effectively ending his military career.

A second stroke further debilitated Putnam in 1782, and he died on May 29, 1790, after years of illness. Timothy Dwight, who briefly served as chaplain to Putnam’s army while stationed in the Highlands, penned the former soldier’s epitaph, noting, “Ever attentive to the lives and happiness of his men…he dared to lead where any dared to follow.”

The high will slide off the coast on Wednesday, and a strong low pressure system may impact the area late this week.” Rainfall totals from the weekend included more than an inch of rain in Bridgeport, Fairfield, Ansonia, Milford and Monroe. Highest totals were in the Cheshire area with more than 1.50 inches of rain. The NWS says a nor’aster is possible late Thursday into Saturday.

No one was injured, he said. But the fire marshal division and police are investigating the fire as “suspicious” after crews found evidence that suggests the fire was started on purpose, Rolfe said. Rolfe said no one was home when the fire started.

Distilleries could follow in brewery footsteps

Like many entrepreneurs, Robert Schulten said expanding his Asylum Distillery business has always been part of his plans. It’s been two years since the Fairfield resident opened his distillery at 259 Asylum St. in Bridgeport, and his most recent plans include opening a second facility among the growing restaurant scene in downtown Bridgeport, introducing a speakeasy-style establishment where customers could enjoy a few in-house drinks, much like a brewery or winery. “We could be a destination to help the downtown vibe,” Schulten said. “Downtown right now is up and coming, and so I think it’s exciting. We love the old buildings down there. This is fine here, but it’s really manufacturing.

Young Republicans organizing in the Valley for Monday night meeting

Maybe its because the once solid-blue lower Naugatuck Valley has turned red. Or it could a response to the success of the rival Naugatuck Valley Young Democrats in assisting Anita Dugatto in her upset mayoral primary win last summer. Or maybe the recent presidential election influenced young people to get involved. Whatever the case, the Naugatuck Valley Young Republicans will conduct an organizational meeting Monday at 6:30 p.m. at Derby City Hall. “I’m expecting 25 to 30 people to show,” said David Papcin, a 19-year-old Quinnipiac University nursing student who sits on Ansonia’s Board of Apportionment and Taxation. Papcin said members have reached out to local universities.

Ex-ATF officials says bump-stock OK was mistake

WASHINGTON — In 2013, an ATF official signed a letter to a member of Congress saying that two bump stock devices examined by bureau technicians “are not subject to the provisions of federal firearms statutes” and are therefore legal. Now, three months after one such device was used to kill 58 in a mass-shooting in Las Vegas and more than a week since the Parkland, Fla., high school massacre, the author of that letter says the Bureau of Alcohol, Tobacco, Firearms and Explosives was wrong to OK the devices in the first place. “I made a mistake in signing this document,” said Richard Marianos, now retired after 27 years as an ATF agent, special agent in charge and assistant director.

Grieving Bridgeport mom holds out hope for arrest in son’s homicide

He was shot while walking home after returning to Bridgeport from a New Year’s Eve party in Stamford with his girlfriend and another couple, Porter said. “This was a case (on which) we should have been able to bring some suspects forward,” Porter said. Concerns over CDC response to E. coli outbreak

A fatal outbreak of E. coli contamination that recently hospitalized at least 26 people in the U.S. and Canada — including two in Connecticut — shows that the federal government is failing to adequately protect people from consuming recalled foods, lawmakers and consumer advocates say. The outbreak that sickened the two state residents and 16 others nationally, including one person in California who died, was probably caused by eating “leafy greens,” but a specific green couldn’t be identified, the Centers for Disease Control and Prevention reported. The Canadian government’s Public Health Agency announced on Dec. 11 that the outbreak was linked to romaine lettuce.

Jagodzinski challenges Rose from the right

MILFORD — Election Day is more than eight months away, and already there’s a race shaping up in the city’s 118th House district. Kim Rose, the Democrat who has represented the West Side district since 2010, has announced that she’ll seek a fifth term in November. Rose’s Republican opponent is Connie Jagodzinski, who announced on Facebook on Jan. 12 that she’ll also run for the 118th state House seat. Jagodzinski is a newcomer of sorts, although her husband, Thomas, is a former member of the Board of Education, and she’d helped out with campaigns over the years. In the fall of 2017, Rose sought the position of Milford city clerk and nearly won that race against incumbent Republican Joanne Rohrig.

Fight over Supreme Court chief justice nominee to take center stage

HARTFORD — The first battle of the 2018 election campaign will take place Monday when lawmakers consider the man who might become the first openly gay state Supreme Court chief justice in the United States. It’s shaping up to become a proxy fight, with conservative Republicans, including two gubernatorial hopefuls, importing Washington-style partisanship against Democrats and a disliked governor in his final year. The atmosphere has been heightened by homophobic internet attacks from fringe groups. Stuck in the middle is Connecticut Supreme Court Justice Andrew J. McDonald, of Stamford, whose nomination to replace Chase T. Rogers will be the subject of a public hearing Monday morning before the General Assembly’s Judiciary Committee.
