With one day left in the 2021 legislative session, lawmakers began debate late Tuesday on a 700-page, $46 billion, two-year state budget that uses billions in federal stimulus dollars to avoid tax increases and spending cuts, but does not contain the sweeping reforms many Democrats had hoped to see.
