Another candidate is getting in on the 5th Congressional District action. Shannon Kula, a Farmington resident and longtime U.S. Senate employee, filed paperwork Wednesday with the Federal Elections Commission to run for Congresswoman Elizabeth Esty’s soon-to-be vacant seat. Kula was employed most recently as director of the Women’s Leadership Center at the University of Saint Joseph in West Hartford. She previously served for 13 years as the chief of staff to former Maryland Sen. Barbara Mikulski, and was a legislative aid for former Connecticut Sen. Chris Dodd. Kula’s late entry into the race means she’ll have to collect signatures from 2 percent of Democratic voters — about 2,700 — in the 5th District to make it onto the Aug.
