A Connecticut inmate has been arrested after he asked fellow prisoners to kill his brother-in-law. Joseph Arroyo, 29, was charged with inciting injury to person or proper. Arroyo is currently incarcerated at the Osborn Correctional Institution in Somers. On Tuesday he was arrested at the prison and given a bond of $500,000. He will remain in the custody of the Department of Correction,. State Police said when he was jailed at the New Haven Correctional Institution he solicited inmates to have his brother-in-law killed. He will be arraigned in New Haven Superior Court on Wednesday.
