State Police said a Norwalk man was driving at a speed of approximately 115 mph on I-84 before he was stopped. Jesse Rivera, 26, of Trinity Street, was clocked at that speed in a 65 mph zone near Exit 68 in Tolland. Along with being arrested for reckless driving over 85 mph, state police said he was operating the unregistered vehicle without a license and didn’t have minimum insurance. “Upon stopping the car, it was determined that the vehicle’s license plate was a misuse and not insured,” according to the arrest report. “The operator, who was identified by his NY ID, was determined to be unlicensed and had two active warrants for his arrest.
