HARTFORD — Gov. Dannel P. Malloy signed into law Friday landmark legislation that allows undocumented immigrants to get state financial aid at Connecticut’s colleges and universities. “The battle we are in over DACA has sought to punish children,” said Malloy. “It’s a toxic environment in which to exist and I hope the message to the world is that there is another way.” He signed the bill surrounded by undocumented students lobbied at the Capitol for the bills’ passage for four years. The House approved the proposal on Wednesday by a vote of 91-59, with 13 Republicans in support, following overwhelming support for the bill in the Senate.
