HARTFORD — Over coffee with her husband state Rep. Arthur O’Neill Thursday morning, she decided. Ruby Corby O’Neill, a retired psychology professor who has worked on several political campaigns, will run as a Republican for the fifth district Congressional seat soon to be vacated by Elizabeth Esty. Vice chair of the Connecticut Commission on Equity and Opportunity, O’Neill will formally announce her campaign at the Capitol Thursday afternoon, according to her husband. She was born in Honduras and grew up Queens, but has lived for 20 years in Connecticut, now in Southbury. The news follows one day after Rep. William Petit, R-Chesire, who survived a 2007 deadly home invasion, declared he would not seek the Congressional seat.
