Metro-North Railroad on Wednesday said it will meet a looming federal deadline to install the Positive Train Control safety system on its fleet by the end of the year. But the railroad stopped short of saying that system, which can halt speeding trains and avoid accidents, will be fully operational by Dec. 31. Catherine Rinaldi, president of the Metro-North Railroad, said federal regulations require that all U.S. railroads have PTC hardware installed, employees trained, radio spectrum acquired and a segment of the railroad operating in a PTC service demonstration. "We fully expect to meet these criteria," Rinaldi said.
