HARTFORD — Angel Arce, the embattled state representative from Hartford whose committee assignments had been withdrawn amid charges that he made inappropriate texts to a young teenaged girl, officially resigned Thursday from the House of Representatives. Secretary of the State Denise Merrill received his resignation letter. While in the last few weeks he had not attended either committee meetings of House sessions, he had not officially resigned.
