HARTFORD — Bridgeport Mayor Joe Ganim claims that a 2013 law barring felons from the state’s public-financing program violates his constitutional rights and creates a competitive disadvantage in his nascent gubernatorial campaign. If Ganim, 58, fails in his request Wednesday before United States District Court Judge Michael P. Shea, he could possibly blame Ernest E. Newton II, the former state lawmaker - a fellow Bridgeporter - whose pending 2012 campaign-corruption case was cited by state lawmakers in prohibiting corrupt public officials from accessing the voluntary Citizens’ Election Program (CEP).
