Ganim budget invests in new cops but cuts size of Bridgeport PD

For several years the city has set aside monies for upwards of 420 police personnel in order to qualify for federal grants that help pay for new officers. The result was dozens of those slots existed on paper but were never filled. And now the federal aid has run out, so they no longer have to be included in the annual budget.
