Police: Fairfield man accused of dog abuse in 2018 charged after death of cat

Raymond Neuberger, 38, a former Fairfield official, allegedly inflicted blunt force trauma that resulted in the death of a cat. Neuberger was previously charged with abusing two spaniels.
